The “Red Team” Asssessment • Every Grand Strategy Should Be Subjected To A ‘Red Team Assessment’ Where The Entire Plan Is Subjected To An Unfettered Review And If Deserved, Criticism. • Red Team Assessments Can Be Conducted At Anytime In The Development Process,But Ideally: • The Red Team Assessment Of The Grand Strategy Is Best Conducted After The Future Picture, Guiding Precepts, Systems, Strategic Impact Plans, Master Effects Plan And Campaigns Are Finalized By TheGroups Involved.

Conducting The “Red Team” Assessment • The Purpose Of A Red Team Is To Search For Potential Flaws In The Grand Strategy. • To Be Most Effective, Members Of The Team Must Approach The Problem As Though They Were An Enemy Bound To Defeat Your Plan. • Once The Team Is Done, Then The Idea Is To Go Back Over Everything The Red Team Identified. • Red Teams Can Be Composed Of Dedicated Organization Members Not Involved In The Original Planning Or The Same Group Of Original Planners Merely Reversing Their Role Into A Red Team. • The Latter Is The Preferred Approach.

  4. “Red Team” Objectives • The Red Team Is An Invaluable Resource That Will Always Yield Insights That Would Not Be Otherwise Forthcoming. It Should Be Consistently Employed For The Purpose Of Strengthening The Plan. • Remember That The Real Objective Is To Anticipate Major System Responses To Your Plans And Adjust Accordingly, Not To Try To Build Contingencies For EveryPossible Reaction.

Documenting “Red Teams” • Document Every Idea Or Concern From Every Person As The Assessment Is Made • Make All Ideas And Concerns Available To Every Red Team Member As The Assessment Is Made • Do Not Discard Any Ideas Or ConcernsFor Any Reason • Do Not Discard Duplicative Or Similar Ideas Or Concerns As Their Frequency Provides Some Indication Of Importance • Attempt To Avoid Personal Attacks Or References In The Assessment.

Organizing ‘Red Team’ Input • Red Team Assessments, Especially Ones Conducted By A Large Group Against The Entire Grand Strategy, Will Generate A Large Number Of Ideas And Concerns. • Typically This Information Will Be First Documented In A Highly Random, Unorganized And Inconsistent Manner. • In This Form, The Red Team Information Is Much More Difficult To Review And Deal With. To Improve This Situation, It Is Useful For The Individuals Facilitating The Red Team Assessment To Reorganize The Information Into Logical Groupings.

Dealing With ‘Red Team’ Assessment Input • Adopt The Attitude That The Red Team Is Probably Correct, So The Job Now Is To Change The Grand Strategy To Make Their “Attack” Fail. • On The Spot, Solve What Can Be Solved By Amending The Plan. • For Those Areas For Which There Is No Immediate Solution, Ask The Group If It Is Confident That A Solution Will Be Found. • If The Answer Is Yes, Proceed. • If It Is Not Affirmative, Then Decide Whether You Have A Showstopper Or An Inconvenience. • If It Is The Former, You Must Go Back ToThe Drawing Board.
