PROBLEMS • High economic value attached to land ownership has led to holding of land for speculative purposes • Developers and individuals have turned agricultural land into residential estates • Subdivision of land in the low potential areas into small non-economic parcels • Persistent to long drought period • Over reliance on rain-fed agriculture • Land degradation • Environmental degradation

PROSPECTS • Establishment of a clear land policy guideline • Collaborative and pluralistic service delivery systems: e.g. Extension provides + financier + a consumer + input provider + processor + a marketer • Exploit the unirrigated land to its full potential • Adopt conservation agriculture technologies
