Higher Education Portal Concept • Residents in East Central Minnesota and the northern metro counties are: • place-bound, • classroom oriented, and • Under-prepared for the future.
Higher Education Portal Concept Residents in ARCC’s service area have limited 4-year higher education choices.
Higher Education Portal Concept PORTAL (from the Latin portare, meaning to carry) MnSCU aligns system-wide infrastructure ARCC provides delivery systems, infrastructure, & seamless support services Increase Access for Place-Bound Learners Partner institutions deliver faculty & programs
Problem: Solution • Bring other institutions to the customer • Offer increased program options: • - Additional career programs • - Additional two-year programs • - Baccalaureate programs • - Master’s programs • Offer seamless student support services • Enhance flexible scheduling • Establish Joint Admissions agreements
Noel-Levitz Market Research Is there a market for the Portal?
Noel-Levitz Market Research • 257 Employer Mail Surveys • 22% response rate in Coon Rapids area • 27% response rate in Cambridge area • Key Findings • Hiring in administrative, accounting, aides, banker, carpenter, clerical, designer, legal, pharmacist, sales, teacher • Significant # of bachelor degree holders will be hired • 64% of CR respondents & 50% of Cambridge respondents thought the portal would assist their employees
Noel-Levitz Market Research • HS Counselor & Student Focus Groups • Adult Household Telephone Survey • Counties: Anoka, Ramsey, Sherburne, Chisago, Isanti • 543 participants completed the survey • Key Findings: • 47% said “yes” to portal concept (78% identified close/location) • 47% said “no” to portal concept (38% identified too far/location) • Ramsey County, older respondents, & those with master’s were likely to say “no” • Approximately 33% of those not considering enrolling for time & convenience issues would enroll IF offered the portal option
ARCC’s Internal Research • Conducted an unscientific student survey in May 2004 • 313 participants (57 in Cambridge, 256 in Coon Rapids) • 66% full-time students, 19% part-time, and 15% PSEO (not representative of general college make-up) • 78% said their goal was to take classes & then transfer to complete 4-yr degree • 54% said “yes” and 27% said “maybe” when asked if they would consider staying at ARCC if the portal were available • Among the “yes” and “maybe,” 60-70% indicated a strong interest in staying at ARCC to earn a 4-yr degree
