  1. THE SUCCESSFUL HISTORY OF THE COLLABORATION BETWEEN THE WIND ENERGY INDUSTRY AND THE TSO IN SPAIN EWEC 22 April 2010

  2. Índex • The importance of wind energy in the Spanish generation mix • The main challenges and the subsequent technical requirements. • The case of LVRT codes and the verification procedure: solutions and results. • The coordinated system operation • Conclusion

  3. Índex • The importance of wind energy in the Spanish generation mix • The main challenges and the subsequent technical requirements. • The case of LVRT codes and the verification procedure: solutions and results. • The coordinated • Conclusion

  4. Significant and continuous growth of wind power in Spain

  5. Historical maximum Demand Coverage 8/11/2009

  6. Índex • The importance of wind energy in the Spanish generation mix • The main challenges and the subsequent technical requirements. • The case of LVRT codes and the verification procedure: solutions and results. • The coordinated sytem operation • Conclusion

  7. But with some wind power trips (19/1/2007) 1000 MW 500 MW 400 MW

  8. Therefore the integration of wind energy raises many challenges • Technical challenges: • Reaction of wind farms to dip voltages: contribution to grid stability. • Voltage control: Transient and Steady State • Short-circuit power • Inertia • System Operation challenges: • Wind production program: effects on the deviations and use of ancillary services: Primary Regulation • Coordinated operation of the systems

  9. The answer to those challenges requires the definition of technical requirements Universities and Technologicalcentres TECHNICAL REQUIREMENTS Laboratories, testing and certification entities

  10. CREATION OF THE TECHNICAL VERIFICATION • COMMITTE (CTV): • PROMOTERS • MANUFACTURERS • WTG • FACTS • LABORATORIES • AEE • REE COORDINATED SYSTEM OPERATION: TSO: CECRE CONTROL CENTRES (18) WIND FARMS (AROUND 700) STUDY OF WIND ENERGY INTEGRATION SINCE 2004 THE WIND SECTOR AND THE TSO HAVE CLOSELY COLLABORATED TO DEFINE THOSE REQUIREMENTS IN A REALISTIC AND PRACTICAL WAY (WITH THE PORTUGUESE TSO INVOLVEMENT) 2004

  11. Índex • The importance of wind energy in the Spanish generation mix • The main challenges and the subsequent technical requirements. • The case of LVRT codes and the verification procedure: solutions and results. • The coordinated system operation • Conclusion

  12. Generators must remain connected start of disturbance Voltage (pu) 1 0,95 pu 0,8 0,6 2 ph faults 0,2 Fault length Clearance of the fault 0 1 0,5 15 Time (sec) An example; Technical Requirements for LVRT • Remain connected to the system in case of faults in the network (3/2/1 phase short circuits), allowing the protection system to clear the default (low voltage ride-through capability): • Voltage–time at the connection point to be supported (P.O.12.3) : Power consumption (P,Q) limited during fault and recovery. Reactive power production during fault Lower restriction during 150 ms after fault inception and fault clearing Lower restrictions for unbalanced faults.

  14. Losses of Wind Power > 100 MW

  15. Índex • The importance of wind energy in the Spanish generation mix • The main challenges and the subsequent technical requirements. • The case of LVRT codes and the verification procedure: solutions and results. • The coordinated system operation • Conclusion

  16. Facilitate the maximum possible non-managed generation integration. Proposal to establish system operation measures which allow the secure and stable operation of the whole electric system. Creation of the Control Centre for Renewable Energies (CECRE) Control and supervision of special regime generation. Maximize RES production, but always keeping the electric system in a secure state. Renewable Energies in System Operation

  17. An undesired situation: Wind Power Reduction after CECRE Order (24/2/2010)

  18. Índex • The importance of wind energy in the Spanish generation mix • The main challenges and the subsequent technical requirements. • The case of LVRT codes and the verification procedure: solutions and results. • The coordinated system operation • Conclusions

  19. Conclusions • The collaboration between the Spanish wind sector and the TSO has proved to be most fruitful and fundamental towards guaranteeing the integration of wind energy in the power demand supply. • Both have learnt from the experience to overcome prejudices and to find practical and realistic solutions. • One of the consequences is that in Spain advanced technical solutions and many FACTS manufactures can be found. • The progressive growth of wind energy, reaching around 50% of the demand in some moments, will raise new challenges which will not be easy to resolve, but we are always working in a constructive way. A GOOD REFERENCE FOR OTHER COUNTRIES: WORKING TOGETHER IS THE BEST OPTION TO FIND EFFECTIVE SOLUTIONS
