Project fiche • Objective: To further promote the concept, the policies and the practices of inclusive education in WBT • Life cycle: 3 years • Type of intervention: horizontal project with activities in each country plus strong regional dimension (mutual learning and regional cooperation) • Four complementary components 5

Component 1 • To address the limited awareness of the general public of inclusive education and/or narrow understanding of the concept by professional communities • High-visibility campaign to promote inclusive education and to highlight its added value for the education systems, for learners and for societies (a documentary, electronic and conventional media campaigns, seminars and web-based resources for professionals, etc.) 6

Component 2 • Regional network of policy-makers: I-PolicyNet • Policy learning through exchange of experience and discuss common challenges, promising policy approaches, success factors or barriers, as wells examples of good/bad practice from the EU and the region • At least 2 annual meetings of the network, 3 study visits for network members to EU MS; web-based interactive portal 7

Component 3 • Developing at regional level of innovative modules for preparation of teachers for IE - two for initial teacher education and one for CPD • Implementation of the modules in each country • Regional network of teachers (I-TeacherNet) for mutual learning and exchange of experience • At least 1 annual meeting of the network, multi-purpose web-based interactive portal 8

Component 4 • Focus on the prerequisites and practical measures needed at school level to enable inclusive education: support for the whole-school approach towards inclusion in education • Regional network of schools (I-SchoolNet) for mutual learning and exchange of experience • At least 1 annual meeting of the network, 8 peer reviews (each hosted by one country), 6 study visits to EU MS, access to similar EU networks 9

  12. Design • Comprehensive approach • Project designed as a mix of pilot activities and capacity building measures: ← IE is a process, the project – “a next small step” ← gaps in attitudes, skills and knowledge as the main barrier for the broader introduction of IE • “Think regionally, act locally” 12

Design • Capacity building will be developed around the pilots (teacher modules and schools) and will aim to support their functioning and mainstreaming • Strong focus on teachers and schools – schools are the focal points or the physical locuses of inclusion/ exclusion and teachers are the key figures in these processes • Pragmatic approach - clear emphasis on education practice, on IE delivery and implementation 13

  14. Design • Aims at creating a critical mass of stakeholders (“agents of change”) equipped with appropriate knowledge and skills to initiate IE reforms on a wider scale in the region • Relies on the commitments of the national governments to inclusive education and to regional cooperation 14
