  1. United Nations HIV/AIDS

  2. Millennium Development Goals • Eradicate extreme poverty and hunger. • Achieve universal primary education. • Promote gender equality and empower women. • Reduce child mortality. • Improve maternal health. • Combat HIV/AIDS, malaria and other diseases. • Ensure environmental sustainability. • Develop a global partnership for development.

  3. UNAIDSJoint United Nations Programme on HIV/AIDS Mission: Lead, strengthen and support an expanded response to HIV and AIDS that includes preventing transmission of HIV, providing care and support to those already living with the virus, reducing the vulnerability of individuals and communities to HIV and alleviating the impact of the epidemic. Five major components make up the role of UNAIDS: • Leadership and advocacy for effective action on the epidemic • Strategic information and technical support to guide efforts against AIDS worldwide • Tracking, monitoring and evaluation of the epidemic and of responses to it • Civil society engagement and the development of strategic partnerships • Mobilization of resources to support an effective response

  4. UNAIDS: Background "On current trends, AIDS will kill tens of millions of people over the next 20 years. But this need not happen. We know prevention works. We know that HIV treatment and care work. The global AIDS response is poised to enter a new era: where leadership and commitment are at long last matched with the resources needed to get on with the job."  Brings together the efforts and resources of ten UN system organizations to the global AIDS response.”  Executive Director of UNAIDS and Under Secretary-General of the United Nations: Dr. Peter Piot • Established in 1994 by a resolution of the UN Economic and Social Council • Launched in 1996 • UNAIDS cosponsors: UNHCR, UNICEF, WFP, UNDP, UNFPA, UNODC, ILO, UNESCO, WHO and the World Bank. • Based in Geneva, Switzerland • Special Representative: Jackie Chan

  5. Unified Budget and Workplan (UBW) • Two-year program budget and workplan • Presents the response to HIV/AIDS of the 10 UNAIDS cosponsors and the UNAIDS Secretariat (UNAIDS) • Determines: who does what, where, with how much money and where the resources come from. • Performance Monitoring and Evaluation Framework: progress can be measured, accountability ensured, and program adjustments can be made.

  6. Unified Budget and Workplan 2006-2007 2006-2007 Unified Budget and Workplan considerations for action: -Supporting achievement of the UN Declaration of Commitment on HIV/AIDS and the Millennium Development Goals -securing additional resources for the response to AIDS from international and domestic sources -providing timely and effective support to countries to scale up their national response -eliminating bottlenecks to effective action (“making the money work”) through better coordination among donors, meeting demands for technical support and strengthening human resources capacity in countries -promoting country-level ownership, harmonization, and accountability through implementation of the “Three Ones” principles to enhance strategic coordination and effectiveness

  7. …Unified Budget and Workplan 2006-2007 continued… -Supporting major global initiatives including multilateral funding initiatives, and efforts to expand access to antiretroviral treatment and revitalize worldwide prevention efforts -Addressing gap areas in the response such as stigma and discrimination, human rights and neglected population groups including injecting drug users, sex workers, men who have sex with men, women and girls and uniformed services -Ensuring strategic coherence of the work of the Cosponsors and the Secretariat and the UN system as a whole
