  4. Noteworthy Elements • Stabilizes funding • National: FY 2012 & 2013 - $37,476,819,674 FY 2014 - $37,798,000,000 • Florida: FY 2012 & 2013 - $1,835,227,993 FY 2014 - $1,850,956,092 • Emphasizes Safety, Freight, Performance Management and Funding Options • Consolidates a number of programs

Areas Emphasized • Safety - Highway Safety Improvement Program (HSIP) - Increases size of existing program, adds requirement for regular update of the strategic highway safety plan (SHSP) and ties two together to compliment both programs, Secretary to establish measures and states to set targets for number of injuries and fatalities, addresses data collection and analysis • Freight – MAP-21 establishes a National Freight Network, a national strategic freight plan, performance reporting and planning, freight movement projects are funded 95% rather than 90%, states are encouraged to develop freight advisory committees and freight plans • Performance Management – establishes national goal areas, USDOT will develop measures, states and MPO’s set targets and develop plans to achieve targets and report to USDOT • Funding – expands Transportation Infrastructure Financing and Innovation Act (TIFIA) Expands tolling/pricing opportunities - removed the prohibition of tolls on I-4

National Highway Performance Program (NHPP) • Combines functions of existing programs National Highway System (NHS), Interstate Maintenance (IM) and Bridge programs • Enhances existing system to include existing NHS, all principal arterials, the Strategic Highway Network (STRAHNET) and intermodal connectors • Requires an asset management plan • States set targets for condition and performance

Surface Transportation Program (STP) • Continues previous programs and adds a portion of the Bridge program • Continues flexibility for funding Federal-aid highways plus safety and bridges on any public road • Offers eligibility for TE, Rec Trails, ferry boats, border infrastructure, truck parking and SRTS (no specific set-aside for these programs) • 50% of funds subject to suballocation based on population • Rural provisions enhanced

Transportation Alternatives • Consolidates existing programs (Transportation Enhancements (TE), Recreational Trails and Safe Routes to Schools (SRTS) - some TE eligible projects are no longer eligible) • Funding level is similar to previous TE • 50% allocated to MPO’s above 200,000 in population – must be distributed through a grant program • 50% allocated to state – can be transferred to other programs under certain circumstances

Transportation Alternatives • Eligible Applicants**: Local governments, Regional Transportation Authorities, Transit Agencies, Public Lands Agencies, School Districts, Tribal Government, other Local government entities with transportation or trails oversight (as determined by state) • Eligible Projects & Activities: Trails, sidewalks and other non-motorized forms of transportation, safe routes for non-drivers, turn-out and overlooks, environmental mitigation, community improvement projects, boulevards • Recreational Trails Opt Out: States can opt out of the Recreational Trails portion of the TA program (approximately $2.6 million in Florida). **MPO’s and State agencies are not eligible to apply.

Transit Programs • New Programs • State of Good Repair – formula based funding program • Asset Management – new National Transit Asset Management system • Public Transportation Emergency Relief • Transit Oriented Development (TOD) Planning Pilot Grants -- Eligible projects are related to fixed guideway or core capacity projects • Consolidated Programs • Job Access and Reverse Commute (included under Rural and Urbanized Area Formula Grants) • Enhanced Mobility of Seniors and Individuals with Disabilities (includes New Freedom program) • Modified Programs • Alternatives Analysis (project development phases have changed) • Metropolitan and Statewide Planning - TMAs to include transit agency officials in their governing structures and to establish performance measures and targets

  12. MAP-21 & MPO’s • Funding – Volusia TPO allocation is unclear. • Performance Measures – These will have to be incorporated into project selection (LRTP & TIP). Reporting will also be required. • Long Range Planning – Use of alternative scenarios are supported. • Transportation Alternatives – MPO will administer a grant program.
