At the 2013 Missouri Traffic & Safety Conference, Romell Cooks highlighted significant data and lessons learned in highway safety. Despite a drastic increase in motor vehicle deaths from 1980 to 2013, with 51,091 fatalities reported, the alarming role of impaired drivers continues. Young drivers (ages 16-24) accounted for nearly half of these fatalities. The introduction of MAP-21's Section 405 aims to consolidate grant programs for flexibility and focus on key issues like distracted driving and alcohol impairment. Collaboration among law enforcement, advocates, and educators is crucial for reducing these statistics and improving safety.

Data lessons learned..50,000 !!! • 1980- 51,091 motor vehicle deaths involving 63,000 drivers • 16-24 year olds constituted 17% of the population and were involved in crashes resulting in 48% of fatalities • More than 50% of fatalities involved impaired drivers • Seat belt use rate 11% in 1980
MAP-21 Section 405 • Consolidates multiple grant programs into larger program with more flexibility • New grants – Distraction, GDL, Interlock as part of Alcohol grant program • Unallocated funds to be reallocated by NHTSA • Maintenance of Effort based on aggregate State expenditures • Provides funding for In-Vehicle Alcohol Detection Device (DADSS) research
