  2. I. Safe vegetation production under Standard VietGAP is essential direction in agriculture production. - Nowadays, the more and more growing of our society, the increasingly higher of the material, spiritual lives lead to the higher, more qualified, more secure in demands for life. Previously, we just need having enough foods, wearing enough warm dresses but today, we also desire to eat delicious foods, wear nice and beautiful dresses, especially when we participated in AFTA and the World Trade Organization(WTO), the greatest demand at the present for us is to produce and sell safe foods which meet the domestic and universal high demand. - Facing the above actual state, producers, suppliers of the products shall actually pay their attention to the food hygiene and safety, change cultivation method, care and protect plants for the trees under safe direction, not leave residues of Pesticide, not leave insalubrious microorganism giving their appearances in vegetation to help the reach of standard by the vegetation and the security for consumers. In order to implement these solutions, the production of safe vegetation under the standard VietGAP is a essential trend which is towards by the producers. - In order to reach the desires of effectiveness on vegetation production, assurance on food hygiene and safety and exportability of products, the production should be ensured the following with the Good Agriculture Practices ( GAP)

  3. II. Current status of applying vegetation production practice under VietGAP direction in out country. 1.Current status of vegetation production in our country. The whole nation now has some 776,000 ha of fruit trees, fruit productivity of our nation in general has been improved in recent years; however, productivities of many fruit trees are in low and non-stable compared to the world’s common average as well as some nations in the region. In 2007, the average fruit productivity of the whole nation was estimated to reach 10.0 tons/ha, increasing over 40% over 2002 (7 tons/ha). However, our fruit productivity is in low rate in comparison with the region and the world: averagely orange, grapefruit productivity is only equal to 55- 60 % compared to Thai Lan, India; pineapple is only equal to 56% compared to Thai Lan, 66% compared to Trung Quoc, India …

  4. II. Current status of applying vegetation production practice under VietGAP direction in out country. 1.Current status of vegetation production in our country. Fruit productivity of the whole nation has been also increased rapidly, currently is estimated to reach over 7 million tons, increasing over 55% over 2002 (4,5 million tons). In which, banana has the biggest productivity with nearly 1,4 million tons (accounting for approximately 20% of the total productivity), the following is orange, mandarin, longan, pineapple (each is over 500 thousand tons), mango, litchi (300-400 thousand tons of each) …

  5. 2.Current status of vegetationexport: Up to now, the vegetation export goods of Vietnam has had its appreance over 50 nations and territories. In terms of exporting value, 2011 is the year of vegetation export reaching of high value with 344.3 million U.S. dollars; after a decrese in 2002 (221.2 million U.S. dollars, decreasing 36% over 2001) and continuing sharply decreasing in 2003 (151.5 million U.S dollars, decreasing 31% over 2002, 56% over 2001), from 2003 the vegetation export value increasingly grew, reaching 390 million U.S. dollars in 2008 (increasing 13.3% compared to 2001). Fruits are regularly exported generally such as pineapple, dragon fruit, banana, rambutan, longan, litchi, mango, mangosteen, durian …. During the 5 recent continuous years, from 2004 – 2008, the number of the imported fruits (main turnover) reached the average of 260 thousand tons/year, the export turnover was 75 million U.S. dollars/year (Appendix 2).

  6. 2.Current status of vegetationexport: The large export markets are expanded, from 13 markets as per 1 million U.S dollars from 2004 – 2006 to 16 markets in 2007 and 17 markets in 2008. The primary markets are China, Tai Wan, Hong Kong, Thai Lan, Singapore, Ha Lan, Soviet Union, Japan, the U.S, Australia …. China is the potential market, currently is the largest market of Vietnamese fruit consumption. After the signing by China on the agreement of tariff preference for the vegetation with Thai Lan, the export of Vietnamese fruits is less than because of the higher tariff level, in 2004, after integrating into the WTO, China set the fresh vegetation which is imported shall have quota and meet the requirements on the Food Quarantine … thus this affects much on the fruit export from Vietnam; however, China market share is primary , in 2008, China accounts for 41% of the export turnover of Vietnamese fruits, the following is Tai Wan, Thai Lan, Hong Kong.

  7. 3.Legal regulated documents related to vegetation production under Viet GAP. • Decision no.107/2008/QĐ-TTg dated 30/7/2008 on some policies supporting production development, safe fruit and vegetable, tea consumption, processing to 2015. • Decision no. 379/QĐ-BNN-KHCN dated 28/01/2008 issuing the Good Agricultural Production practices process for safe fresh vegetables, fruits (fruit, vegetable VietGAP). • Decision no. 84/2008/QĐ-BNN dated 28/7/2008 issuing the regulation to certify the Good Agricultural Production practices process (VietGAP) for safe vegetables, fruits and teas. • Decision no. 99/2008/ QĐ-BNN dated 15/10/2008 issuing regulation of managing safe vegetable, fruit, and tea production, business. • Instruction no. 4136/CT-BNN-TT dated 15/12/2009 on mobilizing the movement of rivalry to apply the VietGAP in vegetable, fruit, tea production . • Circular no. 32/2010/TT-BNNPTNT dated 17/6/2010 regulated on designation and management of operations of person who takes sample, person who verifies, organization which certifies seed quality, tree products and fertilizer.

  8. 4. Some developments applied withVietGAP: a. Instruct to develop performance of VietGAP: • - Under Decision no. 107/2008/QĐ-TTg; Instruction no, 4136/CT-BNN-TT dated 15/12/2009 of the Ministry of Agriculture and Rural Development, some locals implemented as follows: • - The Department of Agriculture and Rural Development of Ba Ria – Vung Tau has constructed the plan no. 05/KH-SNN-NN dated 22/3/2010 on Mobilize movement of rivalry to ally the VietGAP in the production of safe fruits and vegetables from 2010 to 2015 and issued Decision no. 239/QĐ-SNN-TCCB dated 24/6/2010 on establishing The Steering Board of practice applying VietGAP on safe vegetable, fruit production. • - The People’s Committees of some locals: Hanoi, HaiPhong, QuangBinh, Ha Tinh, Nghe An … have the writing to assign the Department of Agriculture and Rural Development to build rivalry plan of applying the VietGAP into the fruit, vegetable, tea production. • - Some locals: Hanoi, BacNinh, Thai Nguyen, Lao Cai, QuangBinh, Phu Yen, Gia Lai, BinhThuan, An Giang, Dong Thao, DakLak, BacGiang, Lam Dong, VinhPhuc … have contribute the scheme, planning, regulation, policies of assisting the planning, development of production, processing, consumtion for the safe fruits, vegetables, teas.

Build production model and certification of GAP According to data from 2007-2010 of the 35 Departments of Agriculture & Rural Development of provinces and 4 Organizations of VietGAP certification designated by the Department of Cropping *Model of GAP application was issued certification + Vegetable production: issued for 74 models with the total area of 264.3ha + Fruit production: issued for 97 models with the total areas of 2.199 ha. The number of models which is certified mainly is VietGAP for vegetables, fruits in some locals such as Lam Dong, Tien Giang, Binh Thuan, Thai Nguyen. - The Organizations who participate in the certification of VietGAP, GAP: designated by the Department of Cropping, Department of Agriculture & Rural development and the foreign organizations which are operating in Vietnam such as Viet Nam TUV SUD PSB.

  10. *Models of VietGAP, GlobalGAP being developed The numbers of models are being developed mainly as VietGAP for vegetables, fruits in some local such as: Bac Ninh, Tien Giang, Binh Thuan, Thai Nguyen. + Vegetable production: is developing 24 models with the total area of 604.7ha + Fruit production: is developing 57 models with the total area of 1,399.8 ha *Models under directions of VietGAP, GAP developed The numbers of these models are being developed mainly in some locals such as: Lao Cai, Bac Binh, Phu Yen, Soc Trang. + Vegetable production: is developing 43 models with the total area of 243.3ha + Fruit production: is developing 57 models with the total area of 4,244.8ha c. Consume safe vegetables and fruits During the previous time, the production units actively found out the appropriate measures to bring the safe products out to the market, help the consumers identifying between the safe products with their origins and certified and the products of not clearing their origin, step by step to create the consumers beliefs.

Difficulties, limits in applying GAP During the recent years, although the fruit production has reached many incentive achievements, it still has had existence, limitations: CAQ production in general is discrete, self-supportive, does not match up with the potentials of lands, climate and market. The planning of production and management organization to perform the production under the planning is not paid a proper attention; during the long time of development the fruit is extremely spontaneous, under movement. In term of seed, although the specific movements has been made, in general the requirements of fruit production under goods direction has not been met yet. Structures of type, seed are few, almost old seeds, local seeds, newly- elected seeds and introduced seeds are not many; the CAQ seed quality is not uniform, the proportion of selected seeds, seeds with clear origin is quite low, management of the CAQ seed quality still exist a lot of insufficiency

Difficulties, limits in applying GAP Techniques of preliminary processing, preservation is still weak, the proportion of losses in harvests, preservation, transportation is still high, especially with collective harvested products, short time of harvest. Product distribution, product consumption system is not really specialized, few enterprises invest to this industry, mainly based on merchants system. Organize to link the production is still weak and not effective. Measures for trade promotion of products does not attach the special important proportionally. The production state is small, discrete, the production level is quite common; awareness and consciousness of responsibility of most production persons on the GAP are still insufficient, the development of this model by farmer is still perplexed.

Difficulties, limits in applying GAP Although the Prime Minister issued Decision no. 107/2008/QĐ-TTg on some policies of assisting production, consumption of the safe fruits, vegetables, teas, but some locals due to difficulties in their budgets, the investment has not been made yet or the investment level to support is too low for the safe production under the GAP. Some local has prepared, approved scheme, plan for safe production development; however, the budget is not supplied for development, and they suggest the budget issuance from the Ministry of Agriculture & Rural Development. Thus, the planning, settings of the centralized production zone with enough conditions are still slow; the infrastructure of many production areas does not meet the requirements of GAP production. The state force, inspection and supervision forces are not enough strong, are spreading, the assignment of responsibility is still overlap between the Ministries, branches, between units in the Ministries; the legal regulated documents remains the instability. The communication, propaganda are not really deep and wide; the inspection, supervision, settlement of violations are still in limitation.

Solution of production development under GAP - Research the planning to turn it into the specializing-production area and invest to develop the infrastructure, especially the vegetation production under VietGAP. Based on the ecological condition of each region, the locals should define 1-2 types of specialty fruits of the province, give preference to choose the types of fruit trees with advantages such as recommendation to research again the planning, re-organization of production, expansion of specializing growing area under the planning of the fruits, vegetables, ornamental plants to 2010 and vision to 2020 of the Ministry of Agriculture & Rural Development. - Apply synchronously all the technical measures, concentrate on the intensive agriculture to improve productivity, quality of fruit trees. - Re-organize the production, develop cooperation economic model in the production and consumption for the traditional specialty fruit growing areas and areas with the large goods production potential.

  15. III. Solution of production development under GAP Support, encourage to form the enterprises, clubs of production, consumption of fruits, facilitate the promotion on effectiveness of the cooperation economic models. Each province chooses some cooperation economic models of fruit trees to act the assistance and guide the effective operation, then continue the spreading. - Encourage, facilitate for all domestic and oversea economic components to participate into production investment, construction and organization the network of purchasing, processing the fruits tree. Speed up the formation of enterprises to consume the fruit trees with the high professional, help farmer to link with the export enterprise to produce in compliance with the enterprise’ standard requirement, from the orientation market for production to improve gradually the fruit quality. - Modernize the processing, preservation processes . - Propagandize, train to lift the knowledge for persons who products vegetables, fruits under VietGAP direction to help the producers conduct well the vegetation production process under the VietGAP in order to lift the productivity, quality.

  16. III. Solution of production development under GAP - Spreading information to propagandize the consumers to help them understand and believe absolutely the fruit, vegetable products under the VietGAP. - By many measures to form the GAP product market with the diversified distribution channels controlled by the food safety and hygiene, to help the consumers classify and will to spend their money in high proper prices for the products certified with GAP. - Open the market for safe product consumption; help producers who are following the GAP have the higher income and help the consumers identify, access, will to use the products produced under the VietGAP. - Complete the legal regulated documents to implement the Law on Food Safety; assign the state management between units of the Ministry of Agriculture and Rural development, between the Centre and locals under the specific, clear, non-overlap, omitted direction. - Improve the VietGAP under the direction of: be more simplifier, easy to conduct for almost production facilities.

  17. III. Solution of production development under GAP - Speed up the agricultural encouragement on constructing production models, consumption of fruits and vegetables under the VietGAP. - Speed up the organization by going for sightseeing to study the models of production, processing, consumption of fruits and vegetables under the VietGAP to spread the models. - Hold household groups or enterprise of producing vegetables, fruits under the VietGAP. - Recently, some production models under the VietGAP standard, GlobalGAP standard on fruits, vegetables are initially recognized by the domestic and oversea markets, contributing promoting and improving the prestige for the Vietnamese agricultural products. However, a current status is that the VietGAP has not been aware in full yet, and the development by farmers are still perplexed .
