  4. Wildland Fire Program • Authority comes from Interagency Agreements • State and local fire-fighting organizations that have a cooperative agreement with their State Forester and approval from the USDA. • Order through GSA Global Supply procurement channel. • www.GSAglobalsupply.gsa.gov

  5. Computers for Learning Program • Executive Order 129999 Educational Technology, and 15 USC 3710 (aka Stevenson-Wydler Act) • Schools and educational nonprofit organizations • Must meet specific criteria to obtain excess federal computer equipment. • www.gsa.gov/gsaxcess

  6. Federal Surplus Personal Property Donation Program • Federal Property and Administrative Services Act of 1949 • Public agencies; nonprofit educational and health institutions; nonprofit and public programs for elderly; public airports; etc. • www.gsa.gov/property

  8. 1122 Counterdrug Program • Section 1122 of the FY 1994 National Defense Authorization Act • The ability for State and local law enforcement agencies to procure equipment for counterdrug activities through GSA Channels; must have a designated state POC. • Section 885 National Defense Authorization Act for FY 2009; expanded to include homeland security or emergency response activities through the Department of Defense. • www.gsa.gov/1122program

  10. What is GSA’s Cooperative Purchasing Program? • Cooperative Purchasing is a Federal Supply Schedules program, authorized by statute, that allows state and local governments to purchase off of specific Federal Supply Schedules to save time, money, and meet their everyday needs and mission.

What are the Authorities that allow for Cooperative Purchasing? • ---------------------------------------------------------------------------------------------- • Authority for S&L governments to purchase under Schedule 70 • Section 211 of the e-Gov Act of 2002 authorized GSA sales of Schedule 70 IT products, software and services to State & Local Governments through the introduction of Cooperative Purchasing. • ---------------------------------------------------------------------------------------------- • Authority for S&L governments to purchase under Schedule 84 • Local Preparedness Acquisition Act, which authorizes state and local government to purchase Alarm and signal systems, facility management systems, firefighting and rescue equipment, law enforcement and security equipment, marine craft and related equipment, special purpose clothing, and related services (as contained in Federal supply classification code group 84 or any amended or subsequent version of that Federal supply classification group

Scope and Eligibility • Scope: • IT Schedule 70 Contracts and Consolidated Schedule Contracts with IT Special Item Numbers (SINs) • Schedule 84: Total solutions for law enforcement, security, facilities management, fire, rescue, clothing, marine craft and emergency/disaster response • Eligible Users: • The 50 states, All counties, municipalities, cities, towns and townships, Tribal Governments, Public Authorities (Public or Indian Housing agencies under the U.S. Housing Act of 1937), school districts, and colleges or any instrumentality there of.

Scope and Purpose • All Federal Supply Schedule contracts are open to state and local government agencies for the specific purpose of disaster recovery only. • Advance Purchasing • GSA eLibrary contains a list of all approved vendors • What FEMA allows • In order to have monies reimbursed from a President declared disaster area, must follow FEMA’s rules.

State and Local Participation • Participation • Voluntary - No obligation by state and/or local governments to use the schedule. • Contractors decide whether to accept orders from state and local governments. • State and Local preference programs are not waived or otherwise affected. • State or local government will be responsible for ensuring that purchased products or services are to be used to facilitate recovery.
