  3. HAR Chapter 4-71 regulates the import of non-domestic animals via a permit system • An application request must be submitted, and a permit issued prior to entry • Board of Agriculture maintains three lists: Prohibited, Restricted, and Conditionally Approved

  4. Animal Lists include: Prohibited • Prohibited – prohibited entry into the State Board of Agriculture

  5. Animal Lists include: Restricted • Restricted – require a permit for both import into the State and possession Board of Agriculture

  6. Animal Lists include: • Conditionally Approved – require a permit for import into the State Board of Agriculture Conditionally Approved

  7. Animal Lists include: ? Prohibited Restricted • Prohibited – prohibited entry into the State • Restricted – require a permit for both import into the State and possession • Conditionally Approved – require a permit for import into the State Board of Agriculture ? ? Conditionally Approved Unlisted animals prohibited until placed on one of these lists by the Board

  8. New species listing go through a 3-tier review process • Step 1 – Advisory Subcommittee focus on ecological issues • Step 2 – Advisory Committee on Plants and Animals focus on environmental issues

  9. Step 3 – Board makes the decision! • Focus on all issues dealing with the introduction, weighing the environmental impacts versus the cost-benefits to the State • Subject to rulemaking requirements • Establish conditions Strike a balance!

  10. Inter-Island Certificate • FOR SHIPMENTS CONTAINING PLANTS/ PROPAGATIVE PLANT PARTS AND NON-DOMESTIC ANIMALS • ENSURE THAT ALL FIELDS ARE COMPLETED AND THAT THE LABEL IS AFFIXED TO THE COMMODITY.
