  1. E-Tagging Issues Work Group Albuquerque, NM Jan. 19, 2005 Raymond R. Vojdani, P.E.

  2. E-Tagging Issues Work Group ISSUES

  3. E-Tagging Issue Work Group • Bad Bad Bad Tags Complaint • Letter Response to a Marketing Entity • Response to a Question on BP #7 Tagging Issue (Single SE) • Reserve Obligation for the E-tags with Exchange Energy Product Code • E-Tagging Templates

  4. E-Tagging Issues Work Group • Issue 1: • Control Area A issues 3 tags, going through 3 intermediary CAs (B,C, and D) sinking in Control Area E. • All involved CAs and TPs approved these tags • The problem was that Sink Control Area and two intermediary CAs did not have the schedules in their Net Schedule Interchange • This becomes a ATF nightmare

  5. E-Tagging Issues Work Group Control Area B Source CA Control Area C Control Area D Sink Control Area

  6. E-Tagging Issues Work Group • We identified problems with processing E-tag in control area D and the Sink control area • Control Area D approved these tags as TP, but, since they were missing as Scheduling Entities, they didn’t have these tags in their Net Interchange • The Sink CA approved these tags as CA, but, didn’t included these tags because they were not the TP on these tags.

  7. E-Tagging Issues Work Group • Resolution Status: • Sink CA agreed to enter these tags in their Net Interchange and take the inadvertent. Also, Sink CA worked with their E-tag vendor to modify their e-tag processing to eliminate future problems. Control Area D also worked with their E-tag vendor to modify their e-tag processing to eliminate future problems.

  8. E-Tagging Issues Work Group • Issue 2: • This was not really an Issue, but, to write a response letter to a marketing entity. • The letter was sent to the former OC Chair (Rod Maslowski) after his Nov. 12, 2004, memo. • ISAS Chair directed this WG to draft a response • We had a lot of discussions, and went through many iterations before we agreed on the language of the response letter • Resolution Status: We e-mailed the letter to the PSE.

  9. E-Tagging Issues Work Group • Issue 3: • A PSE had a concern about BP #7 implementation • This PSE is an Agent for Another PSE. • They were hoping that they can list themselves as SE in the tags • The current E-tag version, only allows TPs or CAs to be SE • This was not a shortcoming in BP#7 • Resolution Status: A couple of options were provided to this PSE. 1 - To work with their E-tag vendor to see if they can see both PSEs tag in one login. 2 – Enter themselves for every tag that they are writing for their agent

  10. E-Tagging Issues Work Group • Issue 4: • A PSE who is involved in Exchange Energy Transaction, wants to know what is his reserve obligations based on the current rules. • Reserve obligation for non-firm imports is 100%, but, for unit contingent is different. • Resolution Status: Still under consideration. One possible response is to treat this as GF-C and carry reserve as it is required.

  11. E-Tagging Issues Work Group • E-Tagging Templates: • Issues & Driving Force Behind it • There will be Grouped into 4 Regions • Rocky Mountain • Desert Southwest • Northwest • California • Where Would these Template Reside • WECC ISAS Website • Common Western OASIS (webttrans.net) • Future Use: WIT
