  6. 1998 - 2003 European Institute of Transport Management Global Logistics Forum • From Thinkers to Members • Since 2003 the Institute has operated as a Think Tank. While a think tank structure is effective in small groups, it made it challenging for the Institute to share the knowledge it had gathered, and the research it had performed, with the wider industry at large. • To that end, the Institute is becoming a membership organisation in order to facilitate the proliferation of this knowledge. A range of outputs are being developed in order to facilitate this proliferation of knowledge, including a revamped website, regional/international/global conferences, workshops and executive education all as part of a membership package. • This transition will be complete by the end of 2011. • The Global Institute of Logistics • The Global Logistics Forum was founded by members of the European Institute for Transport Management. • At the time it was felt that an Institute was needed. • With this in mind the Global Institute of Logistics was launched in 2003. • Founding chairman Bob Delaney’s knowledge of the US was combined with the experience of the European Institute, allowing European knowledge to compliment US knowledge. • Port of Valencia • Early research by the Institute had revealed that once outside of the port gates there is little communication between supply chain stakeholders. • Despite ports being integral nodes within the supply chain, this lack of direct relationship between port service providers and port users, stemming from a legacy culture of silo-based thinking, meant that ports acquired a reputation for being ‘black holes’. • The Institute identified the Port of Valencia as ‘Best in Class’. Their Quality Committee, Port Community system, Corporate University (FundaciónValenciaport) and focus on Cluster Governance had instilled a culture of integration and cooperation between stakeholders. • Relarionship Orientation • The Institute launch its Whitepaper on the topic. • The 3PL • Our founding chair believed that “Relationships will carry the industry into the future” • The Institute proposed that the 3PL could be the solution. Writing in IFW in 2006 the Institute wrote: “The 3PL industry lies at the heart of this exchange, playing the role of ambassador between the shipper and infrastructure and logistics asset owners such as the terminal operators on the ground. In this capacity, the 3PLs work to create a confluence of opinion between all parties and create a formula for a winwin scenario for all concerned.” • CTQI Launched • In 2008 the Container Terminal Quality Indicator was launched. • CTA Terminal in Hamburg becomes the first container terminal to be certified in April. • The CTQI standard also functions as a continuous improvement tool. • Using Zeebrugge as a benchmark, the Institute is currently working to develop a sister standard to CTQI for Automotive Terminals. • The Port Authority • The Port Cluster Governance Committee, chaired by Sr. Aznar of Valencia Port Authority, is launched to analyse the use of port clustering as an aid to supply chain facilitation. • As the research developed it quickly became clear that some port authorities had moved beyond the traditional role of landlord to take more active roles within their port communities. • The research to date has lead the Institute to believe that the Port Authority is best placed to facilitate the relationship and meritocracy culture that is so important to global logistics. • Port of Valenica • Port of Valencia awarded best in class. • While the Institute had believed that 3PLs were the solution to building relationships, further research showed this not to be the case. • Legacy-light ports like Shenzhen and Yantian had, through the use of End User Marketing, become hotbeds of logistics innovation. • These new end-user relationships led to a new culture built on quality. • Quite simply, you cannot outsource your relationships. • Opportunity • Changing Global Logistics one Port at a time. • Relationship Orientation • 3PL Hellmann Worldwide logistics were identified by the Institute was ‘Best in Class’. • Using Hellmann as a benchmark, the Institute published its whitepaper on Relationship Orientation in May 2007. • The Opportunity Report • The Institute plans to publish the results of its port research this October in Shenzen at the World Port Strategy Forum CEO Meeting. The report is titled ‘Operation Port Unity – Improving Global Logistics One Port at a Time’. • The report will feature thought-leading case studies drawn from 13 ports around the world exemplifying the potential of the Port Authority to becoming champion of its local maritime logistics environment. • The website for the event is wpsf.globeinst.org • The Hamburg Committee • Having identified Yantian as ‘Best in Class’, the Institute in partnership with Germanischer Lloyd started work on developing the Container Terminal Quality Indicator. • The Hamburg Committee was established for this purpose, with Prof. Gustaaf De Monie appointed as the technical expert. • The 20/20 Vision Program • Institute research showed that, for relationships to work, reciprocal accountability was needed. • The 20/20 Vision program is launched, tasked with benchmarking every link within the supply chain to develop Best Practice. • YantianInternational Container Terminals is awarded ‘Best in Class’ for the Container Terminal link in the supply chain. • The 3PL • Is the 3PL the key to improving logistics? • US Shippers go Global • US logistics, as a percentage of GDP, was more efficient than the rest of the world • The Institute hoped to facilitate the transfer of Best Practice from West to East • In pursuit of this aim the Institute followed the shippers and followed money as the US went global 1998 2003 2004 2005 2006 2007 2008 2009 2010 2011 • US Shippers go Global • Follow the money, follow the shipper • Hamburg Committee • Development of CTQI started • CTQI Launched • GIL and GL launch the Container Terminal Quality Indicator • The Port Authority • Best placed to act as champion? • From Thinkers to Members • GIL opens for membership. • Yantian International Container Terminals
