  2. 1. 4 basic characteristics of a modern state • Population – • a diverse group of people (ethnicity, race, gender, religion, occupation) • Territory – • includes minerals below, airspace above, all inland waterways, and 12 nautical coastline waters

  3. 1. 4 basic characteristics of a modern state • Government – • person/group of people that establish/enforce public policy (must have authority; maintain it through power; and keep it by being seen as legitimate to the people • Sovereignty – • ability to act independently (must send/receive diplomats; establish/enforce foreign policy; and protect borders)

  5. PARENT-CHILD THEORY BEFORE GOV’T. WAS CREATED, PEOPLE ACTED UNRULY AND DISORGANIZED LIKE “CHILDREN” A GOV’T. WAS CREATED TO BRING THINGS UNDER CONTROL LIKE THAT OF “PARENTS” DISCIPLINING THEIR CHILDREN

  6. STRONG LEADER THEORY • A PERSON OR GROUP OF PEOPLE TOOK CONTROL OF THE GOV’T. CUZ THEY HAD THE POWER AND ABILITY TO DO SO. • LIKE A BULLY IN A SCHOOL YARD

  7. DIVINE RT. OF KINGS THEORY • GOV’T. ORIGINATED CUZ GOD GAVE A ROYAL FAMILY THE RIGHT TO RULE AND IT PASSED DOWN THRU INHERITANCE. • THE KING COULD DO AS HE PLEASED TO THE PEOPLE WITHOUT QUESTION OR OPPOSITION CUZ QUESTIONING THEIR RULE WAS QUESTIONING GOD

  8. HOBBES’S SOCIAL CONTRACT THEORY • BEFORE GOV’T. MANKIND LIVED IN A BRUTAL STATE OF NATURE. HE WAS REFERRING TO PREHISTORIC MAN WHERE THEY OFTEN DIED FROM THE ELEMENTS • A CONTRACT WAS CREATED WITH THE PEOPLE AND A NEWLY FORMED GOV’T. WHERE AS THE GOV’T. PROVIDED PROTECTION IN RETURN THE PEOPLE GAVE UP ALL OF THEIR FREEDOMS

  9. LOCKE’S SOCIAL CONTRACT THEORY • AGREED WITH HOBBES THAT BEFORE GOV’T. MANKIND LIVED IN A BRUTAL STATE OF NATURE • ALSO AGREED THAT PEOPLE CREATED A CONTRACT WITH A NEWLY FORMED GOV’T. AND AGREED TO FOLLOW ITS LAWS IN RETURN THE GOV’T. WOULD PROTECT THE PEOPLE AND GUARANTEE THEIR NATURAL RTS. OF LIFE, LIBERTY, AND PROPERTY. IF THE GOV’T. DIDN’T LIVE UP TO ITS OBLIGATIONS, THE PEOPLE COULD REVOLT AND OVERTHROW IT.
