NYSED Education Law 3012c • Signed by the Governor on May 28, 2010 • Requires all classroom teachers and building principals to receive an annual professional performance review (APPR) • Requires all classroom teachers and building principals to receive a single composite effectiveness score and rating of: H(Highly effective) E(Effective) D (Developing) I (Ineffective) (The “HEDI” Rating) • Requires that all overall teacher ratings be made up from • 60 % Measures of Teacher Practice (MOTP) • Observations, artifacts, etc. • 40% Measures of Student Learning (MOSL) • 20% State Measures • 20% Local Measures

MOSL: Default Measure • Why a “default measure?” • The state recognized that NYC schools were being challenged with new curricular materials and MOTP initiatives, and created an option which would provide schools an alternative to having additional assessments over and above their mandated work load • What is the “default measure?” • Schools will conduct all mandated state assessments, and then use the school-wide growth average of those assessments (as compared with schools of like demographics around the state) as the local measure (20%) for each teacher in the school • What is the benefit of “default?” • There are no additional assessment requirements, other than the already required state/comparable measures • The state does all the calculations – no additional work is required by teachers • Reinforces that all teachers in a school are responsible for the overall achievement of every student in the school

9. MOTPThe Observation and Feedback Cycle • A Teacher’s MOTP is based on observation and artifact data provided throughout the 2013-2014 school year • Teachers may choose from (2) Observation Options*

10. Every teacher is to have an Initial Planning Conference (IPC)* with his/her administrator in which the teacher will designate his/her choice for observation minimums. *A teacher may not be observed until the IPC has been conducted

13. “Offstage” Domains(25% Total Weight for Overall MOTP)

14. “Offstage” refers to components that may be seen through artifacts and outside of the classroom, though evidence may be seen during an observation.

15. “Onstage” Domains (75% Total Weight for Overall MOTP)

16. “Onstage” refers to components that are most often seen during an observation, though they may be seen at other times, as well.

Artifacts/Other Data • Administrators may collect data if and when they see/hear it throughout the school day – they do not have to conduct an observation to collect data • Planning meetings • Walking in the hallway • Parent / teacher conferences, etc., etc. • Teachers may provide up to (8) artifacts as evidence of their practice in the Domains/Components of their choice (see the sample artifact sheet) • Must be given to the administrator by April 15, 2014 • Administrators may ask for additional artifacts, if needed
