RECLAMATION Managing Water in the West • YELLOWTAIL REWIND / REHAB • UNIT 4 REWIND UPDATE • Unit CONTRACT WORK - COMPLETED late • Rewind completion FY 2019. • On Schedule rewind work - July completion – August • 45 day restacking – August completion - September • 21 day commissioning – September – October 12th • 30 day burn in thereafter – complete early October – November 11. • Costs U4 should still be booked to plant – FY 2020 • Unit 2 SCHEDULED FOR FY 2020

RECLAMATION Managing Water in the West • CANYON FERRY PLANT REHAB • PHASE II DECISION ASSESSMENT – Complete • Currently moving forward on schedule. • Acquisitions for the Crane rehabilitation • Procurement of penstock flowmeter equipment, • Finalization of specifications, and development of detailed project management plans. • TVA Phase II complete – July with a well defined project and construction management plan. • TVA will continue to assist MTAO with the plan during the rehabilitation as well.

RECLAMATION Managing Water in the West • CANYON FERRY SWITCHYARD • ON SCEDULE • FINAL CONSTRUCTION DESIGN • Scheduled for FY 2020 – TSC design completion on schedule for 2020. • Design will include new overhead construction and breaker elevations, isolation disconnects, and some minor reconductoring as needed. • Breakers by Supply Contract Acquisitions Package • Installation by Construction Contract Package

RECLAMATION Managing Water in the West • BOYSEN & SEMINOE PLANT REHABS • TVA PHASE II AGREEMENT – • PHASE II DECISION ASSESSMENT - Completed • TVA SITE VISIT SCHEDULED FOR JULY OF 2019 - Completed • FINALIZED SCOPE,SCHEDULE, BUDGET – possible slip • PARALLEL WITH TVA PHASE II AGREEMENT. • TSC SERVICE AGREEMENTS FOR DESIGN SPECs - possible slip • SPECIFICATION REVIEWS • CONDUCT VALUE PLANNING STUDY AND IF NECESSARY VALUE ENGINEERING STUDY • FINALIZED SCOPE, SCHEDULE, BUDGET – FY 2022 Workplan - late

RECLAMATION Managing Water in the West • MT ELBERT POWERPLANT REHABILITATION • 230kV Cable Testing: Complete • Hazardous Material Cleanup: - Complete • Powerplant Cranes Modernization: Working through UC Region Acquisition posted to FedBizOps – August 2019. • SFC Replacement - Complete • The Cooling Water System Replacement: - Acquisitions working on package. • The SFC input/output Breakers: 90% design package development and working with vendors on products. • Protective Relays/Annunciation Replacement: Spec to acquisition, working on solicitation. • Mechanical Shaft Seals: Package out for Solicitation and pre-proposal site visit has been completed. • Runner – 60% Specification complete and out for review.

RECLAMATION Managing Water in the West • SEMINOE LEASE OF POWER PRIVELDGE • Official Request for LOPP Received – July 2019 • Sent Official letters out to Customers/Stakeholders to gauge interest in Developing a Federal Pump Storage Project at the site – August 2019. • Letters indicated an interest response date of September 30, 2019 • Once complete and if no interest is shown a notice will be placed in the Federal Registry. • Proposals will be evaluated once received.

RECLAMATION Managing Water in the West • P-S PROJECT USE PUMPING POWER • 25 CONTRACTS DUE FOR RENEWAL IN 2020 – • Sent letters out May 18’ – All districts responded yes • EXISTING 2.5 MILLS/kWh WOULD HAVE GONE UP TO CURRENT RATE OF 13.7 MILLS/kWh • DUE THE CONGRESSIONAL AND PROJECT POWER CUSTOMERS INTEREST/INQUIRIES • Reclamation reevaluated our decision on ATP • Decided ATP does apply to P-SMBP due to the projects unique, project specific authorization allows contractors to seek relief through ATP • New Letters went out to Contract Customers indicating new decision. • Project Use Power Contracts and Rates

  20. RECLAMATION Managing Water in the West • GARRISON DIVERSION UNIT TITLE TRANSFER • Oakes Test Area (OTA) title transfer information for power customers • The John D. Dingell Jr. Conservation, Management, and Recreation Act of March 12, 2019 (Pub. L. 116-9) – S47 • Authorizes Reclamation to transfer title for Reclamation facilities to non-federal entities • Requires payment of net present value of outstanding OTA repayment obligation for facility • Current outstanding OTA obligation is estimated to be $43.87M • Present value calculation is dependent upon applicable interest rate and term • Present value will be less than current outstanding obligation • Present value to be paid by receiving entity and power customers, since aid-to-irrigation is authorized for facility • Current expectation is that present value will be paid at time of title transfer
