  2. CMP History • 1903: U. S. Congress & President T. Roosevelt National Matches and NBPRP • Original NBPRP Purpose: To promote national defense preparedness through marksmanship competition • Program became known as the “civilian marksmanship program” • 1903-1996: Managed by Department of the Army (Office of DCM) • 1960s-1970s-1980s: • Marksmanship was no longer an Army priority • CMP purpose changed to youth development through marksmanship • Annual Congressional appropriations were politically controversial • 1996: CMP privatized by Congress--became a federally chartered

CMP Programs • CMP Mission: “To promote firearm safety and marksmanship training with an emphasis on youth” • CMP Training Programs: Master Instructor training, junior camps & clinics, sanctioned clinics, instructional materials • CMP Competitions: National Matches, Regional CMP Games, EIC Matches, Junior 3-Position Air Rifle Matches, Sanctioned CMP Games (GSM) Matches • CMP Communications: CMPShooters News(email updates), On the Mark (junior shooting magazine), CMP web site, CMP publications • CMP Programs: Funding for CMP programs is provided from the proceeds of CMP rifle sales.

  4. CMP is authorized by law to sell surplus government .30 and .22 cal. rifles and ammunition to U. The New CMP and Its Future • CMP maintains a reporting relationship to the Secretary of the Army • CMP receives full cooperation from the Department of the Army in drawing available surplus rifles and ammunition • CMP reimburses the Army for all expenses incurred in transferring rifles and ammunition to the CMP • CMP receives no tax-payer support—CMP saves tax-payers money because surplus arms do not have to be stored or destroyed • CMP allocates a substantial portion of income earned from rifle sales to a permanent endowment fund • The endowment fund is now large enough to fund CMP programs at the present level for decades to come

CMP Games Objectives • Participation: Get more shooters involved in “rifle practice” • Recreation & Sport: Provide recreation-oriented competition • Personal Fulfillment: Stress fun & camaraderie through target shooting • Safety & Skill: To teach gun safety and promote rifle marksmanship skill development through competition

What is Rimfire Sporter? • Recreation and fun-oriented shooting sports discipline • Utilizes commonly available .22 cal. rimfire sporter rifles • Course of fire stresses a variety of rifleman skills—three firing positions, precision and rapid fire, two distances • Strict limits on equipment to keep costs under control • Targets where everyone gets hits and no one shoots “clean” • Where families and friends and all generations can shoot together
