  2. Background • Packaging and Printed Paper Stewardship Regulation • Passed on December 22, 2008 • Address issues with packaging management and MPSC • Enhance current programming • Recycling growing every year • Revenue more or less flat

Packaging and Printed Paper Stewardship • Main Components • New Regulation under the WRAP Act • Lays out definitions, process and accountability • Stewardship Guideline • Clarifies expectations for outcomes • Business Plan • Detailed explanation of how to achieve outcomes • Minister of Conservation approves the plan

  4. PPP Regulation • What is in? • pre-packaged goods • service packaging • packaging that is filled or applied at the point of sale • paper that is not packaging, but is printed with text or graphics as a medium for communicating information,

PPP Regulation • Who is in? • (a) the first person who, in the course of business or a prescribed activity in Manitoba, supplies a designated material to another person; or • (b) a person who, in the course of business or a prescribed activity in Manitoba, uses a designated material obtained in a supply transaction outside of Manitoba. • Process for plans, amendments, approvals • Minister approves Guideline and Plans

PPP Regulation • A number of specifications are set in the Regulation • a province-wide, convenient collection system for waste packaging and printed paper without user fees at the point of collection; • An orderly system for expenditures & revenue • Education and point of sale information • On going support for consultation • Assist with Government costs • Transparency, audits, annual reports

  7. PPP Guideline • Stewardship Plan must address • Plan Evaluation criteria • Public Consultation expectations • Design requirements • Recovery Rates • Performance Measures • Dispute Resolution • Annual Report • Pollution Prevention & Best Practices

  8. PPP Regulation • What stays the same? • Municipal delivery of local programs • 80% of the average cost paid by an IFO • Strong, reliable support for recycling programs

  9. PPP Regulation • What changes? • Broader product definition • No visible fees • Consistent with Ontario and Quebec • Stewards expanded • Industry Managed Program • To Minister’s satisfaction

  10. PPP Regulation • What will be new? • Sustainable financing • Enhanced litter programming • Public Space Recycling • Public event Recycling • Container recovery targets • Plastic Bag initiative

  11. Packaging and Printed Paper • Guideline for Plastic Bags • Address single-use plastic bags • Enhance education and expand recycling opportunities • Bags must meet standards for recycling or bi-degradable • Target to reduce the use of plastic bags by 50% within 5 years

  12. Timelines • Regulation passed on December 22, 2008 • MMSM is working on the plan • Will consult with stakeholders & governments • Plan is to be submitted by June 22, 2009 • 28 days for public review • Expect a decision fall 2009 • Six months to implement
