  10. Income Levels • The gaps in output and income measures between the Eastern and Western provinces have significantly narrowed since implementing the GWDS.

  11. Infrastructure Increases in infrastructure investment in Western provinces have stimulated economic growth. Further increases in infrastructure would increase economic growth.

  12. Ethnicity • Different minority perspectives on interactions with the primarily Han government • China’s international position and eastern interests has resulted in ignorance of proper integration of all ethnic minority groups in western China
