  1. COMPLIANCE ROLLOUT NERC FUNCTIONAL MODEL REVIEW Vann Weldon Compliance Training Administrator March 23, 2005

  2. Objectives: Attendees attending this segment of the rollout will be able to: 1. Describe what the NERC Functional Model is. 2. Recognize what is meant by Function, Task, and Responsible Entity. 3. Conceptually apply the relationship between a Designated Responsible Entity those performing delegated tasks. 4. Recognize that the Protocols and Operating Guides have pre-defined the delegation of tasks.

  3. Objectives: Attendees attending this segment of the rollout will be able to: 5. Prepare to demonstrate, through documentation, the capability and qualifications of their organizations, systems, and personnel to perform delegated or assigned tasks.

  4. NERC Regional ISO Old World – Before Deregulation Control Area Customers Control Area Control Area Customer Service Utilities Regulated Function

  5. New World – New Protocols QSE Customers & maybe Resources Load Serving Entity Transmission Operator Generators TDSP Transmission Distribution Regulated Function

  6. NERC had to adjust their policies to address: Existing Control Areas and the new configurations, (ERCOT, PJM, CALISO, NYISO)

  7. Function. A group of tasks that cannot be logically subdivided into other groups. Reliability Operating Market Service Reliability Operations Planning Functions (Market Operator or (Reliability Authority) Reliability Resource Dispatcher) (Planning Authority) Transmission Interchange Balancing Service (Interchange Authority) (Balancing Authority) (Transmission Service Provider) Planning Transmission Generator Transmission Resource and Operations Operations Planning Ownership Operating (Transmission Owner) (Generator Operator) (Transmission Operator) (Resource Planner) Functions Generator Purchasing- Transmission Load-Serving Distribution Ownership Selling Planning (Load-Serving (Distribution Provider) (Purchasing-Selling (Generator Owner) Entity) (Transmission Planner) Entity)

  8. Task. One of the elements that make up a Function in the Functional Model. Responsible Entity. The label that NERC applies to an organization that is responsible for carrying out ALL of the tasks within a Function. For any given function there will be one Responsible Entity. Organizations (e.g., ERCOT Inc., QSEs, TOs, …) may share tasks BUT, responsibility for that function is to belong to only one (1) organization. Those tasks performed by another organization(s) are to have contracted responsibilities (e.g. Protocols).

  9. ORG1 ORG2 Balancing Authority Designated Responsible Entity One of these organizations (in this case, Organization 2) registers with NERC that it is the Designated Responsible Party, and is responsible for compliance requirements and penalties. It would have an agreement with Organization 1 on how penalties would be assigned between these two organizations. The certification audit team may have to visit both organizations.

  10. Market Operating Planning Operations Reliability Reliability (Market Operator or (Reliability Authority) (Planning Authority) Reliability Resource Dispatcher) Service Functions Transmission Interchange Balancing Service (Interchange Authority) (Balancing Authority) (Transmission Service Provider) Transmission Generator Transmission Transmission Resource Ownership Operations Operations Planning Planning (Transmission Owner) (Generator Operator) (Transmission Operator) (Transmission Planner) (Resource Planner) Planning and Operating Purchasing- Generator Load-Serving Functions Distribution Selling Ownership (Load-Serving (Distribution Provider) (Purchasing-Selling (Generator Owner) Entity) Entity) ERCOT Has Registered and will Certify as the Responsible Entity for all Reliability Service Functions and for Transmission Ops and Resource Planning.
