This arms DMBE will powerful reporting capabilities that were previously unavailable. • Business Type: SWaM/SDV • Organization: Agency, Secretariat, Department • Data Source: Accounting system, pCard, self reported, etc. • Vendor/Supplier • Product/Service: NAICS Code Trends & Benchmarking Alerts & Notifications Period Display DMBE users can created scheduled and activity-based alerts and notifications based on user-defined thresholds. Each agency/secretariat is benchmarked and graded against their set goals vs. actual expenditure with overall performance trends. • Custom Date Range • Predefined ranges: Month, Fiscal Quarter, Fiscal Year

SWaM/SDV Reporting & Analytics Active Filters Immediately see what filters are currently selected that are feeding the SWaM/SDV dashboard visualizations Dynamic Visualizations and Tabular Reports • The SWaM/SDV Dashboard allows users to visualize data with various chart types and tabular reports. Dashboard visualizations are available for export and print from the application. Sample reports/charts include: • Trend Charts • Pie Charts • Bar Charts • Tabular Reports Multi-Drill Down Functionality • Full listing of vendors with their total dollar amount from the Commonwealth • Vendor Analysis: Selecting a vendor from the left screen will render the right pie chart breaking down the expenditure by NAICS code • Utilize the filters to narrow down this reporting • Ex: DMBE could immediately generate a full vendor expenditure report for just Service Disabled Veteran owned businesses

Role-Based Dashboards User Roles • Predefined and custom user roles are available in the SWaM/SDV Dashboard to restrict user access to various data sources and dashboard reports/visualizations for a user group. Additionally, user restrictions can be applied to individual users as well. • Predefined User Roles: • Administrator • Agency • Secretariat • DMBE Data Specialist • Vendor • Public/Guest • Example Individual User Access: • DMBE creates a user that is provided access to only the COVA Education and pCard data. Agency/Secretariat Dashboard • When an agency/secretariat user logs into the SWaM/SDV Dashboard, he/she will be restricted to only their own expenditure data. • Additionally, their SWaM/SDV utilization will be benchmarked against their own agency/secretariat SWaM/SDV Plan goals.

SWaM/SDV Procurement Plan • The web-based SWaM/SDV Procurement Plan application is part of the agency dashboard view • Enables all executive branch agencies to input and/or validate their annual SWaM/SDV usage goals • Agencies are able to log into the dashboard to not only visualize their current spending but also benchmark their performance vs. set goals in real-time • SWaM/SDV Plan functionality supports data collection, synthesis, and automated generation of the agency’s Performance and Accountability Report (PAR) • Annually maps to the strategic goals and functional areas outlined by the leadership team • Authorized agency POCs are given SWaM/SDV Plan widgets to set individual agency targets

  8. 2nd Tier Compliance • Verify and validate 2nd tier transactions from prime contractors to secondary DMBE-certified sub-contractors to ensure contractual compliance • 2nd Tier Compliance components • Prime Vendor Notification, Reminders, Alerts • On-demand and scheduled notifications to prime vendor when sub reports are due with clear login/reporting instructions • Subcontractor Spend and Contact Details • Prime reporting of direct/indirect subcontractor spend with primary POC • System tracks compliance at the contract level • Subcontractor Notification • Email notifications to sub POC requiring online validation • Payment Validation • Subcontractor validation of payment and requesting additional info such as date of receipt, method of payment and product/service details • SWaM/SDV Spend Tracking and Data Warehouse • Validated payments are released into the data warehouse for 2nd tier contractor reporting

  9. 2nd Tier Compliance Vendor Portal access for vendors to enter, verify and validate 2nd tier transactions Complete prime to sub payment compliance management and oversight for DMBE users • Prime Vendor Enters Subcontracting Details Into The Vendor Portal • Subcontractor Notification of Reported Payment • Subcontractor Validation: Verify and validate reported prime payments with additional info such as date of receipt, method of payment and product/service details • SWaM/SDV Spend Tracking and Data Warehouse: Validated payments are released into the data warehouse for 2nd tier contractor reporting
