  1. Construction Site Erosion and Sediment Controls Section 6. Maintenance and Inspection

  2. Maintenance Two categories of maintenance activities: • Repair and replacement of erosion control devices • Removal and disposal of sediment from the devices

  3. Maintenance Trigger Points • Remove sediment from basins and ditch checks when 1/2 full • Remove sediment from silt fence when 1/3 full • Other trigger points may be specified by the Engineer (see Section 621.03 (l) of the Specifications)

  4. Maintenance Trigger Points Sediment is too high behind this baled straw ditch check; maintenance is needed to prevent water from continuing to flow around check

  5. Sediment Removal and Disposal • Sediment removed shall be deposited and stabilized as described in Sections 110 and 201 or as directed by the Engineer • In some cases sediment controls may be allowed to “silt in” and never be removed or cleaned out

  6. Winterizing • A pre-winterizing meeting will be scheduled with the Contractor to determine what is needed before shutting down for the winter • Plans should be made to maintain erosion and sediment control while work is shut down

  7. Inspection Duties • Be familiar with Plans and Specifications • Be familiar with SWPPP • Check SWPPP for errors and problems prior to start of construction • Discuss details of SWPPP with Contractor’s personnel at Pre-construction Conference

  8. Inspection Duties • Ensure that all BMPs are installed in accordance with the Plans and Specifications • Ensure compliance with Section 110 of Specifications • Ensure that wash water from concrete trucks is disposed of properly • Conduct SWPPP inspections and document status of BMPs as well as any instructions to Contractor

  9. SWPPP Inspection Reports • Completed a minimum of every 7 days and within 24 hours of any ½-inch rainfall • Copy should be sent to Contractor as soon as possible for corrective actions • Document Contractor compliance in job diary • Once the RE has received a copy of the NOT, reports may cease for the project

  10. Construction Wastes • Section 110.07 of the Specifications describes the Contractor’s responsibilities for pollution prevention • Inspect Contractor’s materials, stockpiles, and other pollutant sources on the R/W and make sure they are properly safeguarded • Inspect Contractor’s housekeeping procedures

  11. SWPPP Inspection Reports Critical points for inspection: all disturbed areas of the site, erosion and sediment BMPs, vehicle entrances and exits, and, material storage areas

  12. SWPPP Inspection Reports

  13. SWPPP Inspection Reports

  14. Documentation Requirements • NOI must be filed with ADEQ, the Central Office will include the NOI in the Contract • Copy of all Change Orders regarding the SWPPP must be on file • Copy of the Pre-construction Conference minutes regarding discussions of the SWPPP must be on file

  15. Documentation Requirements • Public Notice must be posted on bulletin board • Copy of all documentation regarding SWPPP should be kept in the RE’s Office and shall be readily available to all State and Federal inspectors • When deficiencies are noted in the SWPPP report, a copy must be given to the Contractor

  16. Final Stabilization • Final stabilization as defined by Federal regulation is achieved when a uniform perennial vegetative cover of at least 70% of the native background cover for the area has been established • Notice of Termination (NOT) is submitted once final stabilization is established
