Definition of used indicators – 1/3 MAIN DATA SOURCES • Collective agreements have to be published in the official bulletin of the Ministry of Labour Boletimde Trabalho e Emprego(BTE); • A survey and a report of the Ministry of Labour (Directorate-General of Employment and Work Relations, DGERT) produce statistical data on the registered collective agreements.

  3. Definition of used indicators – 2/3 Ministry of Labour statistical data on collective agreements: REPORT • A monthly report on collective bargaining with an analysis of the published agreements (referring their types, contents, duration and workers covered); • these reports also analyse the collectively agreed wage increases and present figures regarding the “average weighted wage variations”; • the reports present data on nominal and on real wage increases; QdP • A yearly survey on companies and their workforce, the Quadros de Pessoal, QdP; the QdP presents a set of data regarding collective bargaining, namelythe average monthly basic pay of workers covered by collective agreements (and separate those not convered), by type of agreement and region.

  4. Definition of used indicators – 3/3 • The public servants are not covered by collective agreements, but there is a period of «negotiation» ; the government adopt unilateral decisions regarding wage increases at the end; these are published by the Ministry of Finance; • The two autonomous regions of the Azores and Madeira have their own BTEs. In our work we will not take them into consideration because this would triple the workload of the project, with very limited benefits. (The Azores and Madeira account only for approx. 5% of the national population).

  7. Frequencyof data collectionandprovision • The official bulletin, the BTE, is published weekly; • The survey on companies and their workforce, the QdP, is published yearly; • Thestatistical report is published monthly, quarterly, semester and year.

Final obs - problems identified • Calculations and formulas are not well known; b) The administrative procedure, Portaria de Extensão, which used to extend a sector agreement to all sector, will not be automatically adopted from now on; c) Coverage is not always based on objective data – representativeness is a problem; d) Current changes due to the change of the Government and consequent organizational changes in administrative services.
