We demand that the Global Fund Board and Secretariat mobilize $2 billion in new funding for 2012 to strengthen the global response to HIV, tuberculosis, and malaria. Donors, particularly governments, must fulfill their commitments made at the 2010 Replenishment Meeting. An emergency donor conference should be held to issue a new call for proposals before the International AIDS Conference in July 2012, aiming to fully support programs that can transform the response to these epidemics and move towards ending AIDS.

We demand… • The Global Fund Board and Secretariat mobilise the resources necessary to scale-up the response to the three diseases through a new funding opportunity for 2012, estimated at US$2 billion. • Donors to the Global Fund – particularly governments – urgently deliver on the commitments they made to meet health goals and to fund the Global Fund at its Replenishment Meeting in 2010. • The Global Fund hold an emergency donor conference and issue a new call for proposals before the International AIDS Conference in July 2012 to fully fund the scale-up of programmes that will fundamentally change the course of these three epidemics, and put the world on the path towards ending AIDS.
How to get a new funding window • Donors complete outstanding payments: • If the USG makes good on its 4bn , then that's 500m-$1bn towards the $2bn gap • 337 Italy • 116 Spain 2) New top-up funding (likely-hopeful) • 250 UK (doubling for 2012/13=400m, but b/c GF already counted 145m, it's 250 m towards the gap) • 100 Australia 3) Other outstanding or gaps between pledges & contributions (to shoot for) • 10mn Denmark (reversing their cut) • 14.5mn Holland (outstanding payment for 2010, tough but worth pursuing…) 4) Other new prospective funding? • Canada ? • Others?
