  2. DBE Goal Setting Timing • Once the estimate is final • The contract is ready to be advertised • Before contract documents are printed • Once a goal has been established it is inserted into the contract documents • Advertise the contract Warning – Will be asking for as part of PS&E Checklist

Goal Setting Process Overview • Local Agency: • Determines work likely to performed by prime • Reviews remaining items for subcontractor work • Applies DBE “match list” against these items • Counts items with significant DBE matches toward goal • Applies factors to these items (100%, 12%, 10%) • Calculates rough goal by dividing DBE $ by total estimate • Applies 60% factor • Rounds this percentage to the nearest whole percent

  4. DBE Match List • Items are matched to DBEs by work category codes from CUCP website • DBE locations by county or multiple counties or District • An item will not count toward the goal if the number of DBE matches is less than 10

  5. Factors & Other Considerations • 100% of the item estimate is counted unless: • Item involves supply of material, apply 12% factor • Item involves trucking, apply 10% factor • The 60% factor accounts for competition and possible CUCP overrepresentation of “ready, willing and able” DBEs • A goal of 0% is possible when: • The amount of subcontractable work is negligible • The number of DBE matches is minimal
