  2. International Research Centre on El Niño Outline 1) Discussion of CIIFEN Implementation Status vis-à- visRCC mandatory functions relevant to Western South America. 2) Discussion of CIIFEN’s Implementation Status vis-à- visRCC highly recommended functions relevant to Western South America. 3) Main constraints. 4) Main lines of action for the RCC implementation plan

  3. 1) Discussion of CIIFEN’s capabilities vis-à- visRCC mandatory functions relevant to Western South America.

  4. RCC Mandatory Functions LRF

  5. RCC Mandatory Functions Climate Monitoring

  6. RCC Mandatory Functions: Operational Data Services:

  7. RCC Mandatory Functions Training in the use of operational RCC products and services

  8. 2) Discussion of CIIFEN’s capabilities vis-à- visRCC highly recommended functions relevant to Western South America.

  9. RCC highly recommended functions (1)

  10. RCC highly recommended functions (2)

  11. RCC highly recommended functions (3)

  12. 3) Main constraints

  13. The main gaps • There is not an operational verification system in WCSA for seasonal forecasts. • Dynamic Seasonal Prediction capabilities are considerably limited with significant asymetry among NMHSs. • Limited climate research on physical processes to improve models. • Climate data management capabilities are considerably different among NMHSs.

  14. The main gaps (2) • Tailored products and services are still insipient, however significant progress has been made to engage sectoral users. • Technological platform for generation of regional products, communication and disseminated is required as a priority. • Training and education sustainable system is required for the region.

  15. The main constraints • A considerable delay due to internal administrative matters in CIIFEN. • The identified gaps will demand an Institutional commintment from CIIFEN and the NMHSs which would be formalized. • Universities and other research institutions would be taken in account to bridge some of the gaps. • A Resource Mobilization Plan and Sustainability Strategy should be implemented in close coordination with WMO Technical Cooperation Department. • Human and technological Resources will be needed to hasten the RCC implementation Plan.

  16. 4) Main lines of action for the RCC implementation Plan

  17. Main Lines of Action • Improvement of the Seasonal forecast capabilities. • Improvement of climate analysis and data management capabilities. • Development of climate applications tools and methodologies for: disaster prevention, agriculture and water sectors. • Execution of the Regional Action Plan for Hydrological Seasonal Forecast. • Development of tools and methodologies for regional e-learning and combined training on climate data management, applications and modeling. • Implementation of a Mobilization Resources and Sustainability Plan.

  18. Regional projects

  19. Ongoing Projects New opportunities for Regional Projects • Call for projects CRN III-IAI. • Call for projects CDKN • GFDRR-World Bank • Mountain Research Initiative • BID (BPR-SECCI, others).
