OBJECTIVES • Examine explicit and implicit policies of the EU in the WSS • Existing and potential dynamics of de facto and de jureliberalisation • Identify possible water liberalisation scenarios • Assess implications of these scenarios (economic, ecological, social, legal, institutional and organisational) • Practical recommendations

PHASE 4 IMPLICATIONS of the different SCENARIOS: • Economic implications (on consumers, operators, and sustainability) • Ecological implications (on quantity and quality of the resource) • Social implications (on employment, equity, and Universal Service) • Institutional, organisational, and legal implications
