Customs Cargo Security System (CCS) • Iceland’s obligations of ISPS and SOLAS • Legal base: • Maritime Security Act No 50/2004 par. 7 • Customs Rules No 141/2010 on Cargo Security • Contains all the necessary cargo security data for exports by ships from Iceland • Exporters, freight forwarders and cargo transporters can apply for controlled access to the system • The system is web based

Customs Cargo Security System (CCS) CCS System Access Application Exporter applies to become a Certified Secure Cargo Handler Seal ID Seal Order and Handling Certified Secure Cargo Handler orders cargo security seals from customs An approved cargo security representative loads and seals the container and files a cargo security declaration Cargo Security Declaration Loaded and sealed container is transported to a harbour’s restricted area along with the cargo security declaration

Customs Service and Report System (CSR) • The CSR is a centralised groupware in development since 2007 and has partly been taken in use • Legal base • Customs Act No 88/2005 • Regulation No 604/2009 regarding fines and other penalties issued by the Directorate of Customs (In Icelandic) • Lighthouse Act No 132/1999 par. 6 – 8 (In Icelandic) • Sundry Treasury Revenue Act No 88/1991 par. 16 (In Icelandic)

Customs Service and Report System (CSR) • CSR contains: • Red and green channel service • Incident report portal for customs officers • Case management • Confiscated goods inventory • Task journal for customs officers • Craft arrival and departure clearance • Billable hours invoices • Handling of funds, directly linked to the state revenue accounting • Data for risk analysis and management • Data for strategic management
