Purpose of the Program • IDEA mandates school districts provide a Free and Appropriate Public Education (FAPE) for students with disabilities. • FAPE is based on the child’s needs and strengths to maximize personal potential. • Through the IEP process all stakeholders participate in the development of an individualized program for the child to support him/her in maximizing potential.
Service Delivery Model • Through the Special Education process students are referred, evaluated, and determined eligible for IDEA services. • If determined eligible, an IEP is developed. • Services are designed to meet individual students’ needs. • Special Education services range from the least restrictive placement (Class within a Class) to the most restrictive placement (Self-Contained/Separate Day School).
Progress Toward Previous Program Goal GOAL #1: To increase compliance with all IDEA federal and state regulations to 100%. RESULTS: The State of Missouri provides district results based on data collected the previous year. All data reflects information from the 2010-2011 school year. For the 2010-2011 year, DESE rated 12 of the 20 indicators as non-applicable for all districts. Therefore, no data was available for 12 of the indicators. For the remaining 8 indicators, 5 ½ were met; 2 ½ were unmet. Noteworthy to mention, on 2 of the indicators unmet, Park Hill did not meet the federal targets, but significantly exceeded state averages.
Progress Toward Previous Program Goal GOAL #2: All students on IEPs are afforded a Free Appropriate Public Education (FAPE). RESULTS: • Given a random sample of 80 student IEPs, 94% of the IEPs reviewed contained documentation of progress toward meeting individual IEP goals. • The Special Education Department is in process of developing a Standards Based Goal Bank. This will be completed by July 1, 2012.
Progress Toward Previous Program Goal (continued) RESULTS: 3) Due to the extensive nature of assistive technology evaluations, the district moved away from a formal evaluation process and adopted an alternative model for such determination This new model more appropriately identifies the students’ assistive technology needs and accomplishes the end result in a timely manner. 4) The number of business partnerships and worksites available for post-secondary activities has increased from approximately to now more than 20 worksites in the community.
DEPLOYMENT LEVEL: Services are well deployed, although deployment may vary in some areas or schools.

Plan for Evaluation Measurable Outcomes • Goal 1: • Special Education MSIP 5 review results will indicate 100% compliance. • Goal 2: • Given a random sample, 100% of IEP math and reading goals will be aligned with district grading standards. • Expand Professional Development opportunities specific to meeting the needs of students with disabilities. • Increase Assistive Technology resources available to students and staff by using the proceeds from Sophie’s Run.
