What is NSA Looking For? • The breadth of products and services NSA acquires is varied. • Your Agency customer base breaks into three broad categories: • Signals Intelligence, or SIGINT: This is the classic “codebreaking” • Information Assurance, or IA: This is the “codemaking” side of the Agency’s mission. • “Mission Enablers.” This is the glue that holds everything together.

How Do We Acquire? • NSA does not openly advertise our business opportunities on FEDBIZOPPS www.fedbizopps.gov • NSA follows the Federal Acquisition Regulation (FAR) www.arnet.gov/far and Defense supplement to FAR (DFARS) www.acq.osd.mil/dpap/dars/dfars/html/r20070913/tochtml.htm • NSA makes use of the National Security Exception which allows for “Other Than Full and Open Competition” • We match our requirements with potential vendors through market research • Market Research Tool - ARC

Acquisition Resource Center • The ARC is NSA’s principal market research tool • Vendors with appropriate clearances will be able to: • Review acquisition related announcements • Business Forecasts • Requests for Information/Request for Proposals • Search on “Business Registry”, “Contractor Bidders Library”, and make inquiries on-line (future) • Must register and keep current; You will become part of the “Business Registry” from which NSA will be able to conduct market surveys

Doing Business with NSA • The NSA Office of Small Business Programs Bi-weekly Briefings are informational sessions • The briefing includes: • Acquisition Resource Center (ARC) • Business registry • Networking and marketing opportunities • Industrial security overview • Provision Industry Security Approval (PISA) • Additional Resources • Small Business Updates • Sessions are conducted every 2nd and 4th Wednesday, approximately • Go to https://www.nsaarc.net/biweekly

Marketing Opportunities • Capability Briefings • NSA Commercial Solutions Center (NCSC) • Initial entry point for vendors who want to establish partnerships with the agency. • This office has a Vendor Capabilities Presentation Program for vendors with security enhancing products. • Cutting edge technology • www.nsa.gov/ia/industry/index.cfm • ist@nsa.gov • Conferences • NSA Acquisition/Industry Symposium (NA/IS) (Spring) • NSA Commercial Acquisition Conference (NCAC) (Fall) • Tech Expos • Events are excellent for any company with a “gee-whiz” technology • FBC at www.fbcinc.com and NCSI at www.ncsievents.com. • Business-In-A-Minute • Business “speed-dating” meetings between industryrepresentatives, NSA prime contractors, and NSA government offices • Held twice a year; once in the Fall and another in the Spring

Provisional Industrial Security Approval (PISA) • Located within the Industry Outreach and Facilitation office • To facilitate classified discussions on technologies and capabilities of interest and benefit to the NSA • Sponsors small business entities that offer unique capabilities required by the NSA and where there is a clear need for increased socio-economic development. • Cultivates a healthy competitive environment • Leadership adding additional capability to this program to include: • Adding TK to personnel clearance • Adding additional CPRL slots for companies already in program

AXISS • AXISS supports IT requirements in many areas, to include: • Infrastructure Management • Information Systems • Intelligence Support and Information Systems • Corporate Business Information Systems • It will continue to be ITD’s primary vehicle for Internal Service Provider requirements

  14. NSETS II • Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle • Five functional areas are: • Business/SETA • Engineering • Training • Information Technology • Operations

  15. LIVEWIRE • Major program • Repair and replacement of existing utility infrastructure • Repair and replacement of buildings agency wide

Mentor Protégé Program • DoD prime contractor in operation for 3 years or more; Mentor is responsible for selecting protégé • Should have the ability to obtain personnel and facility clearances • Focus on innovative transfer of state-of-the-art technology • Demonstrate a comprehensive protégé needs assessment, e.g., SEI/CMMI/ISO 9000/ITIL certifications • Business infrastructure and management assistance only agreements will not be considered • Current Mentors: • Booz Allen Hamilton • SAIC
