  3. 1.1. MAIN UNDAF AREAS • 5 AREAS AND 8 UNDAF OUTCOMES (MDG linked) • Food Security • Governance and economic growth • Education • Health (including nutrition ,water and sanitation) • Prevention and fight against HIV/AIDS

  4. 1.1. MAIN UNDAF AREAS: Cross-cutting Themes • Gender • Human Rights promotion • Environment • Partnerships • Infrastructure

  5. 1.2. UNDAF STRATEGIES • National capacity strengthening • Support to the formulation of national policies and strategies • Advocacy at all levels • Social mobilization • Monitoring and evaluation strengthening • Extended partnership development

UNDAF, A PARTICIPATORY PROCESS: PreparationPhase • Processus jointly piloted by the Government and the UN with active participation of civil society and private sector (through the setting up of Joint Steering Committee to oversee the full process) • Strong involvement and commitment of all Agencies Heads (including Specialized Agencies and World Bank) • Division of labour and responsibilities, work methods agreed upon among all agencies: three multi-partners workshops for strategic decisions were held

UNDAF, A PARTICIPATORY PROCESS: Preparation Phase (continued) • Human resources of government and UN assigned to work in thematic groups • Joint drafting of the UNDAF document: inter-agency teams were set up , corrections and improvements were provided by government and UN agencies individually and collectively throughout the process

UNDAF, A PARTICIPATORY PROCESS: Implementation Phase • Coordination of the implementation: Steering Committee and Thematic groups slightly redesigned and flexible to take into account emerging needs – Ex Disaster TG • Formulation of programmes supported by agencies : strategic meetings, interagency working groups, • Joint signature of UNDP, UNFPA & UNICEF Country Programmes, followed by WFP

UNDAF, A PARTICIPATORY PROCESS: implementation phase (continued) • Development and approval of joint programmes : HIV/AIDS and Decentralization • Integrated Workplan, Lead agency assigned for each expected result, better use of resources and inputs • Partnerships extended under national leadership – as per Paris Declaration - in Education, Water and sanitation, Health and Disaster Prevention and Mitigation • Continuous communication and exchanges with partners and flexibility to adjust to new needs and context • Active participation of the UN system in national monitoring and evaluation mechanisms

UNDAF, A PARTICIPATORY PROCESS: Education case Output: Contribute to provide access to quality basic (first cycle) education for at least 80% of children of school age Outcome : Development Plan for education sector reform implemented • Gouvt (owner- and leadership) • BIT (réhabilitation/construction) • BM (lead donor direct budget support and capacity strengthening) • FAO (school canteens) • OMS (health) • PAM (school canteens) • PNUD (advocacy) • UNESCO (parent education) • UNFPA (reproductive health education) • UNICEF ( advocacy, teaching capacity and learning conditions strengthening) • VNU (human resources) • Other partners: Norway, France, Japon, European Union, USA, Germany, NGOs
