Priority Issues • Monitoring and control system for FQ • Increase mobile monitoring equipment • Train the staff for sampling and testing when there is new equipment • Institutional framework – appointment of a body with equipment (computer, software, calibration, maintenance – often forgotten) • Information dissemination • Sharing existing national and international info

  3. Overall Responsibilities on FQ Control • Get copies of recommendations and procedures for FQ monitoring that already existed • Spread list of participants • Initiate projects including FQM issues and apply to financial sources including internal ones

  4. Effective Control on Vehicle Emissions • Develop implementation programme for respective EU Directives – inventory of existing problems, precise financial calculation • Presentation of implementation programme in front of commission – can help candidate countries during negotiation • Good annual measurements and regular control on vehicle emissions • Increase the number of ad hoc checks • Monitoring stations • Ask for additional financial support • Equip technical inspections with all increasing tools and equipment for emissions testing

  5. Financial Incentives • For modification the existing financial incentives to support the clean fuels and vehicles • Exchange the experience, practice between countries • Introduce the new financial incentives by the government for buying new vehicles

Creation of New Standards on Fuel Quality • Deadlines • Implementation • According to specific content • Transition periods - based on analysis (what, why, how) • Identify obstacles/barriers • Plans to overcome the barriers • Develop national standards and Rulebook for standard implementation • Raising of awareness on the new FQ standards

  7. Safe disposal of lead petrol equipment – simple melting is not applicable, effective disposal is expensive, proper procedure – companies, funding, international initiative for that

Ideas for Follow up Steps • Upload all documents on www (REC, UNEP/PCFV) • Create a process where process is going to be done • There are opportunities (VROM, PCFV, USEPA) but we need to be clear on objectives • Spread the message on the specific needs of the region • Encouragement for participants to join the PCFV • Role of PCFV – technical advice, small financial support, information tools, etc.
