  3. Need PhasePrior to Acquisition Decision Event (ADE)-1Purpose: Identify gap in mission capability. RESULTS IN: Validation of the Needs & Approval for entry into the Analyze Select Phase with ADE-1 • Validation of the User’s Needs & Approval for the program’s entry into the Analyze Select Phase • This Involves: • Identifying • What strategic mission needs to be filled? • What is the gap in the capabilities that need to be filled? • What is the “as-is” state of the problem, and what’s the desired “end-state” (i.e. what gaps in capability do we have?) • Collecting information and analysis (threat, risk, capabilities, studies, exercises, lessons-learned, operator inputs on gaps…) • Ensuring identified need aligns with DHS strategic direction.   4. Analyze / Select PhaseBetween ADE-1 and ADE-2APurpose: Identify the optimal solution to meet the requirements & plan for the Obtain Phase and beyond. RESULTS IN: Approval of the Program and the selected alternative with ADE-2A • This Involves: • Identifying • What are all the ways of filling the identified gap in capabilities? • What alternatives provides the best cost benefit for effectiveness over the life of the solution? • How much will it cost? • How long will it take to implement? • Determining affordability. • Determine what is needed to acquire and what is needed to implement the selected alternative. • Determine technological readiness and feasibility of the selected alternative • Approval of the Program & Selected Alternative ADE-2A ADE: Acquisition Decision Event

  5. Obtain PhaseBetween ADE-2A and ADE-2BPurpose: Plan for development and testing of the final solution. RESULTS IN: Approval of supporting acquisitions and plans for testing with ADE-2B Approval for the types of acquisition, sub-projects, and supporting contracts • This Involves: • Identifying • What projects will be necessary to implement the solution? • What are the best contract type(s) for implementing the solution? • What is the life cycle cost of the solution? • Are the requirements sufficiently defined to support a contracting action? • Determining how to: • Assess the delivery of the solution • Assess that the delivered solution will satisfy the requirements • Maintain the solution and capability in the future ADE-2B ADE: Acquisition Decision Event

  6. Obtain PhaseBetween ADE-2B and ADE-2CPurpose: Test the solution on a limited basis prior to full production, if needed. RESULTS IN: Approval of low rate initial production with ADE-2C • Approval for low rate initial production for testing purposes • This Involves: • Determining if: • It is necessary and cost effective to provide an initial capability to test prior to going to full deployment • An initial low rate production would aid in: • Getting a better final product • Establishing a production capability ADE-2C ADE: Acquisition Decision Event

  7. Obtain PhaseBetween ADE-2B and ADE-3Purpose: Plan for development and testing of the final solution. RESULTS IN: Approval for full production and fielding (deploying) the solution with ADE-3 • Approval for full production and deployment of the system, as well as its continued maintenance • This Involves: • Determining if: • The program is meeting its established cost, schedule, and performance requirements • The solution meets the defined operational requirements • The solution is ready for full production and fielding to the end user • The plan to deploy the system to the end user(s) is adequate • The plan to support the system through its life cycle is adequate ADE-3 ADE: Acquisition Decision Event

  8. Produce / Deploy / Support PhasePost ADE-3Purpose: Deploy the system to the end user(s) & continue to support and sustain it through its life cycle. RESULTS IN: Final capability being provided to the user(s) that meets their needs • This Involves: • Determining if: • The program is meeting its established cost, schedule, and performance requirements • The solution meets the defined operational requirements • The solution is ready for full production and fielding to the end user • The plan to deploy the system to the end user(s) is adequate • The plan to support the system through its life cycle is adequate ADE-3 • Approval for full production and deployment of the system, as well as its continued maintenance ADE: Acquisition Decision Event
