Advancements in Capacity Building for Earth Observations: 2014 Symposium Key Outputs

The 2014 symposium produced key outputs focusing on improving institutional and individual capacity in Earth observations. Highlights include the development of open-source software for remote sensing and GIS training, enhanced coordination through the GEOSS portal, and increased availability of tools and training opportunities for societal benefit areas. Projects like EOPOWER, IASON, and others have contributed resources and fostered connections among capacity-building networks. The establishment of directories, technical guidelines, and training opportunities aim to strengthen community resilience and engagement in Earth observation initiatives.

  1. GEO Work Plan Symposium 2014Institutional and Individual DevelopmentGregory Giuliani, Hilcea Ferreira, Andiswa Mlisa

  2. Key 2014 Outputs • Open source software for RS image processing and GIS is under development and timely made available for training and use (ILWIS, GEONETCast Toolbox, SPRING and Terra Family). • Improvement of coordination among capacity-building networks through the GEOSSportal. • Increased availability of tools and training opportunities focusing on SBAs. • Projects: EOPOWER, IASON, AgriCab, GEONetCast, EnerGEO, CLIMVAR, REGATTA, SEOCA, SERVIR, …

  3. Cross-Task Activities • GEONETCAB Catalog: http://geonetcab.mdweb-project.org/ • Cataloguing and searching application to discover Capacity Building resources in connection with Capacity Building Inventory Project, co-led by CEOS WGCapD , EOPOWER and IASON projects. • Supported by EU/FP7 EOPOWER and IASON projects • CSW compliant • Moving towards a System of Systems approach. • Will be presented during the CB side-event on May 1st

  4. Cross-Task Activities

  5. Cross-Task Activities • Allows discovering of: • Directory of resource providers; • Technical experts; • Open source software; • Sponsored EO resources; • Thematic EO product; • Tutorial and technical guidelines; • Marketing toolkit for each SBA; • Success stories as a reference to emphasis the good practices; • Trainings; • Funding organizations.

  6. Evidence of the Use of Task-related Systems, Datasets, Information Products, and Services(use statistics available?) • Short demos • GEONetCab portal: http://geonetcab.mdweb-project.org • EnviroGRIDS portal: http://portal.envirogrids.net • AfroMaison Broker: http://afromaison.grid.unep.ch:8080/gi-cat/gi-portal

  7. Policy Linkages (e.g. Conventions, Protocols, International Programmes) • National Strategy for Civil Earth Observations [USA] • http://www.whitehouse.gov/sites/default/files/microsites/ostp/nstc_2013_earthobsstrategy.pdf • Belgian EO Platform • http://eo.belspo.be/About/Default.aspx • Key message: though it may not be officially recognise as a policy, without CB (institutional and individual capacity development), GEOSS will have no meet the intended mandate

  8. Intervention needed from GEO Members and POs to Achieve 2015 Strategic Targets • Call upon members who have CB as an institutional mandate to join (contribute to) ID-02 • Provision of • CB material, resources, events etc. to populate the CB Portal • information on CB activities for the CB Inventory being development by CEOS • CB activities to populate the performance indicators survey (or ask them to provide information somehow?)
