Objectives Develop health system profiles Establish a database for information on health systems Document and monitor research on key health system issues Publish and share the findings with stakeholders Set up a Region-wide network of researchers and policy analysts Purpose & Objectives Promote evidence-based health policy-making by providing relevant and comparative information about health systems and reforms

  4. Roles & Functions • To provide up-to-date, quality information on national health systems, their performance and reforms, for use by policy makers • To provide a foundation for comparative analytic work on specific health system issues

Roles & Functions • Descriptive:Easily accessible database and profiles • Analytical:Lessons from successes and failures to assist policy makers • Prescriptive:Recommendations for action • Monitoring:Aspects that can be improved • Capacity building:Develop partnerships and share knowledge across the region

Health system profiles • Country-specific reports • Description and analysis of health systems and reforms • Developed on a common template (Glossary, Guide) • Produced by public health experts from countries using various sources; • Country information systems • National survey reports • Reports of National and international agencies • Interviews with stakeholders

  8. Health system profiles Areas covered • Socioeconomic & geopolitical mapping • Health status and demographics • Health system organization • Governance & Oversight • Health care financing and expenditure • Human resources • Health service delivery • Health system reform

  9. Health system profiles • 21 profiles developed on a common template • After review and editing, sent back to countries for feedback & endorsement • Good response from countries • All profiles approved… technically • Independent review of the profiles

Infant mortality rate Health System Database • Computerized source of statistics • Selected health system indicators • Comparable over time and across countries • Temporal: 1990-2005 • Spatial: 22 countries of EMR • Selected data by rural/urban and by gender • Several health system indicators with scant data

Health system database • Features of database: • Tabular and graphic display • Both static and dynamic reports (for advanced users) • Flexibility to change display, filter by country, year or indicator • Option to export and save data in excel • Display on map (GIS functionality) • Sources of data: • Demographic and health indicators for the countries of the Eastern Mediterranean region • World Health reports • Sources from countries/MOH • Working group formed to ensure accuracy of data (also working to fill in the gaps)

  12. Research and publications • A searchable database for health system research in the region • Country and regional studies undertaken by EMR • Technical and policy papers presented at Regional Committees • Reports of consultancies, programs and health sector initiatives

Other Regional Observatories • PAHO-The Latin America and Caribbean Regional Health Sector Reform Initiative (LACHSR) • Funded by USAID • Uses a participatory approach, working with key decision makers to build their capacity to address health sector problems and to design, implement and monitor reforms. • EURO- European Observatory on Health Systems and Policies • Established in partnership with European Governments and different organizations • Health systems in transition country profiles • Research and publications on key public health topics

EnablingFactors • Commitment and support by senior management • Regional Director’s Development Funds • Good collaboration between PHP, EST and KMS Units • Establishment of working group to review health system database • Interest of MOHs in system profiles and desire to establish national observatories

Challenges • Improve reliability, validity and timeliness of information • Regular updating of profiles, expanding database • Need for continuous IT support • Full time person dedicated to work on EMRHSO • Establishment of National Observatories • Country interest and commitment, regional capacity • Resources to sustain the initiative • Support for EMR HSO in next JPRM • Mobilize resources at regional level
