Value-Add of Integrating DRR into Emergency Operations Why it is important? • DRR saves lives by increasing community & individual action that protects life, infrastructure and livelihoods when humanitarian actors are not yet present. • DRR contributes towards ending the vicious cycle of poverty and links emergency intervention with government actions • DRR decreases the need and cost of humanitarian intervention by making infrastructure and communities more resilient and reducing the detrimental effects of recurrent humanitarian intervention (aid dependency) • DRR increases project sustainability, impact and strengthens humanitarian actors exit strategies. 3

Key Areas for Mainstreaming DRR into Emergency Actions • Cash for training/ unconditional training • Choice of modules & targeting based on gender analysis and existing DRR plans • Difference between user and decision maker taken in account in the targetting. • Module content, focus & timing 8

  9. Key Areas for Mainstreaming DRR into Emergency Actions • strengthening disaster management institutions • DMC consultation & involvement encourages activation & community interaction. • Scheme selection can contribute towards the implementation of Risk Reduction Action Plans (RRAP’s) 9

Key Areas for Mainstreaming DRR into Emergency Actions • Assessment and Monitoring • Evaluation of the Knowledge, Aptitudes and Practices of the local DMC’s (according to the existing SOD) and communities to identify training needs and address identified gaps • Coping Strategy Index and a rapid HEA in comparison of Food Consumption Score or other food security indicators • A micro-level stakeholder analysis for scheme selection • A rapid gender analysis for the targeting strategy and training module design • A rapid market analysis to anticipate inflations risks and chose the best way to stimulate the local market 10

Lessons Learnt and Recommendations • Integrating DRR into emergency response programs can be relatively simple and low cost: • Scheme design, technical assessment, appropriate site selection, engineering and adequate DRR reinforcement materials and soil quality. • Development of minimum standards for scheme design, technical training of field facilitators, increased budget for DRR materials, incorporation of low cost design features and tools. • Linkages developed with LGAs and relevant government bodies for scheme sustainability, involvement of PIC in design, implementation and capacity building for scheme maintenance. • Involvement and reactivation of DMCs for systems strengthening. • Trainings to help community better understand the linkages between their food security and disaster & climate change risk, livelihood resilience, hazard mitigation and risk reduction of schemes. • Baseline KAP and evaluation of applied learning to be included 11
