LT C Discussions – May 2014 to present • May OS Meeting – • decision to trigger LT C based upon the submission of a Renewal Request • Deferral requests will not be addressed in the Competition and Preemption project • BPA took the assignment to craft a revised straw man (BPs) to reflect the new trigger • Interest announcement to OS members via NAESB OS email exploder June 6th included the revised Straw Man (Renewal competition trigger) • Two webinars have been held: June 6th and June 13th

  3. New Straw Man Introduced 06/07/14 • The new Straw Man includes the following sections: • General Principles • Competition Process Flow • Defender and Challenger Criteria • Competition Trigger • Process Flow Detail (TSP and TC actions)

June 9th Webinar: General Principle Section • The Defender only has to defend once against a single Challenger • The TSP shall identify a single Challenger using duration as primary criteria with queue time as secondary • The Challenger must reach a final state of CONFIRMED or else the capacity goes back to ATC inventory

June 13th Webinar – Questions • Conditional Curtailment Option treatment under the Renewal Competition Process • Should the Challenger need to be ‘granted in full’? • What type of offer should result from a competition? • Partial Service • Full Service • Other? • Should a Defender who does not ‘match’ lose capacity if the Challenger does not ACCEPT • Implementation Question -

June 13th Questions (cont’d) • Clarification needed: timing issues and terms used • 001-mn.1.3 • 001-mn.8.2.3 • 001-mn.6.1.3 • NITS Issues: • NITS service time interval is defined as ‘Request Interval’ (e.g., ‘duration’ is not used for term of service in NITS). • There isn’t a ‘Renewal Request’ in NITS

  7. Revised Straw Man • Revision submitted to NAESB June 17th, 2014 to account for the two June Webinars • Assignment was to present BPs to the NAESB OS in June • Still draft • More meetings are needed • Draft Straw Man is presented for NAESB OS members’ review and discussion
