ISUAL Management Structure • The University of California is a non-profit institution which does not financially support research activities • Very low overhead rate supports only buildings, utilities, part of purchasing cost, etc. • Personnel structure provides pay scales, compliance to FAR’s, benefits, etc. • The University accepts only cost reimbursement contracts • Requires careful management of Project to avoid creeping requirements • Programs at SSL are run using a management system which combines elements of both Project Oriented and Matrix Organizations NCKU UCB Tohoku ISUAL Progammatics H. ISUAL Management Structure (con’t) • Programs are typically run using a dedicated “Skunk Works” Project Structure organized around the Principal Investigator • Characterized by a small group of scientists and engineers who stay with the project from start to finish • Requires a high degree of versatility on the part of the engineering staff • The same person will perform design, analysis, fabrication oversight, and testing, as the project moves from proposal through launch • A given staff member may fill a number of different boxes on the organization chart • Advantages of the Skunk Works approach • Greatly facilitates communication among project personnel • Provides a more interesting work place which attracts higher quality people • Reduces cost NCKU UCB Tohoku ISUAL Progammatics H. ISUAL Weekly Project Meeting • Meeting held every Wednesday at 10:00 am with all responsible group members attending • Schedule Review by Project Manager • Technical Reports by Sub-System Managers • Review of Procurement Status • Planning of following Week’s Activities • Review of Product Assurance Issues NCKU UCB Tohoku ISUAL Progammatics H.   5. Regular Telecon with NSPO Project Manager One to Five Times per Week; Issues addressed include: • Contractual / Budget • Technical • Interface • Instrument Performance • Schedule NCKU UCB Tohoku ISUAL Progammatics H. Heetderks

Reporting • Monthly Financial Reports • Gives cost to date • Shows funds remaining in Contract • Quarterly Progress Reports • Review of Technical Progress • Conducted by UCB PM and NSPO Resident Engineer • Informal discussion using engineering drawings • Minutes taken by NSPO Representative NCKU UCB Tohoku ISUAL Progammatics H. Matra-Marconi TAA • Draft TAA submitted for approval on 6 March, 2000 • TAA’s for NSPO and Tohoku were approved 4 months after submission • Based on this, we expect a response in early July, 2000 • The responsible office of the State Department, the ODTC, moved from Virginia to Washington DC after the submission • Repeated inquiries to the ODTC have gone unanswered NCKU UCB Tohoku ISUAL Progammatics H.
