  3. Regular Absentee Voters– By Mail Definition:Any otherwise qualified elector who for any reason is unable or unwilling to appear at the polling place. Definition:

  4. Regular Absentee Voters– By Mail Application Requirements • Only Military and Overseas electors may be sent an Absentee ballot electronically • Absentee applications must be received no later than 5pm on the Thursday

Regular Absentee Voters– By Mail Proof of Identification • If the regular absentee voter emails/faxes absentee ballot the photo ID is not required with the application, but can to be sent back with the voted ballot. • If the elector has not met the photo ID requirement, the clerk completes the Municipal Clerk section of the certification envelope and the clerk indicates the elector must provide photo ID with the ballot If photo ID is not provided with the absentee ballot, the election inspectors will treat the ballot as a Provisional on Election Day. 10

  13. Fax and Email Ballots – Military and Overseas Voters Only Definition:Any military or overseas voter may request their ballot be sent via fax or email. The clerk must honor the requested method of transmission. Definition: ONLY military and overseas electors can receive a ballot via email or fax.

In-Person Absentee Voting in Clerk’s Office Application Requirements • In-person absentee voting begins on the 3rd Monday before the election • In-person absentee voting ends at 5pm on the Friday preceding the election • A clerk’s office may stay open later than 5pm on the Friday before the election • There is no in-person absentee voting on the Saturday, Sunday or Monday before the election

In-Person Absentee Voting in Clerk’s Office Application Requirements • If the voter only wishes to vote absentee at a single election, the combination application/certification envelope will suffice as the absentee application • If the voter wishes to receive ballots for future elections, they must fill out the standard absentee ballot request • Ballots requested in-person may not be removed from the clerk’s office by the voter • General Rule: Absentee Mail Military/Overseas email or fax Special Voting Deputies

  23. Provisional Ballots Definition: If the absentee elector was required to provide proof of residence or proof of identification with their absentee ballot and does not, the election officials are to treat that absentee ballot as a provisional ballot. Definition:

Presidential Only– New & Former Residents Application Requirements NEW RESIDENT • Must apply and vote in-person, no earlier than 27days before the election, and no later than 5pm on the day before the election This time frame is specific to a new resident voting for presidential only. • Voter may also apply and vote for Presidential onlyat the polling place on Election Day 28

  34. Hospitalized Electors Definition: Any qualified elector may register and request an absentee ballot by agent if hospitalized. Definition: Up to Seven days.

  35. Hospitalized Electors Application Requirements • The absentee ballot application may not be filed earlier than 7 days before the election and no later than 5pm on Election Day If not already registered to vote, the hospitalized elector may register to vote by agent up to 5pm on Election Day. Proof of residence must provided. • Must submit a signed absentee application (GAB-121) which indicates that the elector is hospitalized and provide proof of identification

  36. Hospitalized Electors Proof of Identification Proof of identification is required with the application unless otherwise exempt or eligible to provide an alternative document (military, indefinitely confined, etc.).

Hospitalized Electors Procedure • Upon receiving a valid application, the clerk provides the agent with an initialed absentee ballot and certificate envelope • The agent delivers the ballot and envelope to the hospitalized elector • The hospitalized elector votes the ballot in the presence of the agent, seals it in the certificate envelope, and signs the certificate envelope

Hospitalized Electors Procedure • The agent signs the certificate envelope as the witness and returns it to the clerk • The clerk insures the ballot is received at the polling place (on Election Day) or transferred with other absentee ballots to the polling place • Fax/Email requests may be used in combination with this procedure • One time exception an absentee ballot can be taken from the clerk’s office by an individual

  40. Sequestered Jurors Definition:Any eligible registered elector who indicates that the reason they are requesting an absentee ballot is because they are a sequestered juror. Definition:

  41. Sequestered Jurors Application Requirements • Must submit an absentee application to the clerk that indicates that the elector is a sequestered juror no later than 5pm on Election Day

  42. Sequestered Jurors Proof of Identification Proof of identification is required with the application.

  43. Sequestered Jurors Procedure • If the application is received before 5pm on the Friday preceding the election the clerk may transmit the ballot as requested by mail

Sequestered Jurors Procedure • If the application is received after 5pm on the Friday preceding the election: • The municipal clerk shall immediately take the ballot to the court in which the elector is serving as a juror and deposit it with the judge • The judge shall recess court, as soon as convenient, and give the elector the ballot • The judge shall then serve as witness and shall deliver the ballot to the clerk who shall deliver it to the polling place
