Early Years Offer Consultation

As part of the Early Years Offer, Warwickshire County Council is consulting on significant changes to Children's Centres due to a £70 million reduction across services. The consultation aims to gather community input via an online and paper-based questionnaire, as well as face-to-face meetings. Stakeholders have until August 27, 2013, to share their views. The goal is to ensure effective service delivery, support families in need, and utilize resources more efficiently while maintaining essential services. The final report will be presented to the Cabinet for decision-making.

Why do we need to consult? • £70 million reduction across all services by 2014. • £2.3m reduction from Children’s Centres was approved to proceed by Cabinet in December 2012 against budget of £7.5m. (30% reduction). This was finalised in February 2013. • We must find new ways to deliver Early Years Services and this is likely to be a significant change. • Children’s Centres statutory guidance (April 2013) states Local Authorities must consult before any significant changes and explain how we will continue to meet need. • To allow adequate opportunity and time to respond an online and paper based questionnaire, and these face to face meetings were organised.

Consultation • All the responses received by the closing date Tuesday 27th August 2013 will be collated and analysed to inform a final report. • Select Committee • The final report and recommendations will go to WCC Cabinet members in September 2013. • Cabinet decides which proposal will be taken forward and these decisions will be implemented by April 2014. • Individuals completing the consultation will not be identified in the report.

  6. The current position • Currently 39 Children’s Centres working individually plus one funded outreach site • 10 run by Warwickshire County Council • 11 run by WCC School / Nursery Governors • 2 run by Community Groups       • 1 Health • 15 Voluntary Community Sector providers    

  7. What we are trying to achieve • Services available to those that need them most at the time when they most need them • More effective use of resources • Greater integration of services • Greater sharing of resources

What we have considered • That there are enough Children’s Centres to meet local need. • That we concentrate on those children with the poorest outcomes. • That we reduce the number of children who are not ready for school. • That we try to avoid capital clawback on buildings no longer used for early childhood services • That we make the most of all available resources in Early Years. • Accessing funding for 2 year old and 3 &4 year old childcare places. • Generating additional income. • Reducing central costs to protect front line services. • Ensuring additional Health Visiting resources are best placed to meet need. • Sharing resources across Early years including co-location of services where possible.

Early Years Offer The proposed Early Years Offer is to provide the following across Warwickshire Children’s Centres: ● Groups for children (eg. stay and play, chatter matters)● Groups for parents (eg. adult learning, job clubs, family learning)● Family Support (eg support with finance, housing, emotional issues)● Parenting support (eg. Triple P groups)● Child and family health advice and services (eg. breastfeeding support, health visitor clinic sessions, Family nosh, Toddler nosh, stopping smoking)● Support groups for families (eg with children with an additional need or disability)● Information, advice and signposting on family issues● Nursery education

  11. Group and collaboration model • Group – one governance, single inspection, single inspection report • Collaboration – different governance, single inspection, separate reports

  12. Three options for Children’s centres • Option 1 – Early Years offer provided through groups and collaborations of children’s Centres. No Children’s Centres would close under this proposal. • Option 2 – Early Years Offer provided through groups and collaborations of children’s centres. Six children’s Centres would close or cease to provide the offer under this proposal • Option 3 – Early Years offer provided through 33 single centres. Six children’s centres would close or cease to provide the offer under this proposal. • Option 1is the current preferred option but this may change as a result of public consultation.

  13. How these proposals will affect Kenilworth? • Option 1 – Group or Collaboration. We are proposing a collaboration model for the two Children’s Centres in Kenilworth • Option 2 – none of the proposed closures in option 2 affect Kenilworth, so still collaboration as described in Option 1 • Option 3 – none of the proposed closures affect Kenilworth so under this proposal both would operate as single centres

How these changes will affect Rugby? • Option 1 – A group model commissioned to include Claremont, Boughton Leigh, Newbold, Oakfield, Hillmorton and Cawston, Dunchurch and Wolston • Option 2 – Proposed closure of Dunchurch Children’s Centre as one of 6 closures. Remaining run as a group. • Option 3 – Same proposed closure as above but remaining centres all run as separate Children’s Centres

How these changes will affect Warwick? • Option 1 – a group or collaboration model is proposed to include Warwick Children’s Centre and Nursery School and Westgate & Newburgh Children’s Centre • Option 2 - as no closures proposed for Warwick group or collaboration as in Option 1. • Option 3 – as no proposed closure for Warwick both centres continue to run as single centres

How these changes will affect Leamington? • Option 1 – a group model is proposed to include Lillington, Kingsway, Whitnash, Sydenham & Milverton • Option 2 – Proposed closure of MilvertonChildren’s Centre as one of 6 closures. Remaining run as a group. • Option 3 - Same proposed closure as above but remaining centres all run as separate Children’s Centres

  19. How these changes will affect South Warwickshire? • Option 1 – a group model is proposed to include Badger Valley, Wellies (Wellesbourne), Lighthorne Heath. Southam Children’s Centre to be commissioned as a single centre but expected to work in collaboration with the 3 other centres. • Option 2 – Proposed closure of WellesbourneChildren’s Centre as one of 6 closures. Remaining centres run as a group but expected to work as a collaboration with Southam. • Option 3 - Same proposed closure as above but remaining centres all run as separate Children’s Centres

How these changes will affect South West Warwickshire? • Option 1 – a group model is proposed to include Alcester, Studley, Stratford & Clopton Children’s Centres • Option 2 – Proposed closure of CloptonChildren’s Centre as one of 6 closures. Remaining run as a group. • Option 3 - Same proposed closure as above but remaining centres all run as separate Children’s Centres

  21. How these changes will affect North Warwickshire? • Option 1 – A group model commissioned consisting of Mancetter, Kingsbury, Polesworth and Coleshill that we will expect to work collaboratively with Atherstone NS and CC as a single centre. • Option 2 – . Proposed closure of ColeshillChildren’s Centre as one of 6 closures. Coleshill to focus on delivery of childcare only under this option. Remaining run as above. • Option 3 – Proposed closure of Coleshill Children’s Centre as one of 6 closures. Coleshill to focus on delivery of childcare only under this option. Remaining run as separate Children’s Centres

  22. How these changes will affect Nuneaton? • 2 areas - Nuneaton 1 & 2 • Nuneaton 1 • Option 1 – a group model is proposed to include Riversley Park & Abbey. This group to work collaboratively with Ladybrook Children’s Centre • Option 2 – as no proposed closure for Nuneaton 1, this is the same as Option 1 . • Option 3 – as no proposed closure for Nuneaton 1 all run as separate Children’s Centres

  23. How these changes will affect Nuneaton? • Nuneaton 2 • Option 1 – a collaboration model is proposed to include Camp Hill, Stockingford and Park Lane. • Option 2 – . Proposed closure of Park Lane Children’s Centre as one of 6 closures. Park Lane to focus on delivery of childcare only under this option. Remaining run as a collaboration. • Option 3 – Proposed closure of Park Lane Children’s Centre as one of 6 closures. Park Lane to focus on delivery of childcare only under this option. Remaining run as separate Children’s Centres

  24. How these changes will affect Bedworth? • 2 areas - Bedworth 1 & 2 working together collaboratively • Bedworth 1 • Option 1 – a collaboration model is proposed to include St Michael’s and Bulkington Children’s Centres. • Option 2 – as no proposed closure for Bedworth 1, this is the same as Option 1 . • Option 3 – as no proposed closure for Bedworth 1 both run as separate Children’s Centres

How these changes will affect Bedworth? • Bedworth 2 • Option 1 – a group model is proposed to include Bedworth Heath & Rainbow Children’s Centres under the governance of Bedworth Heath Children’s Centre and Nursery School. • Option 2 – as no proposed closure for Bedworth 2, this is the same as Option 1 . • Option 3 – as no proposed closure for Bedworth 2 both run as separate Children’s Centres
