BackgroundWhy a Steering Group? • Ensure relevance and feasibility • Facilitate meetings and communications • “Share the load” • Encourage “buy in” and support (financial or intellectual) • Project gets lost on Committee or WP agendas • Funding agreement(s) request “Governance Structure” • Preliminary step in establishing a structure for funding and management of an international survey? (Like PISA)

Proposed Mandate • Provide advice and direction to the EIP on the establishment of the Work Programme and priorities • Advise and assist the EIP on all activities to be carried out under the Work Programme; • Serve as forum for consensus on all aspects of Entrepreneurship Indicators development so that meaningful comparisons can be made across countries;

  5. Proposed Mandate • Organise and coordinate inputs by experts and consultants from OECD member countries; • Ensure coordination of the EIP work with that of other OECD groups and relevant international bodies; • Promote support for the Project from OECD member countries and other relevant bodies.

  6. Goals • Establish an ongoing program • Approve and oversee a Work Programme

  7. Membership • 20 to 25 persons • Statistical and entrepreneurship policy experts • A sub-set of OECD countries; Active membership • Geographical balance • Establish initial, key international comparisons

  8. Current Participants • Canada • Finland • Italy • Netherlands • UK • EC • Luxembourg • Australia • Denmark • Germany • Korea • New Zealand • USA Potentially • France • Statistical members outnumber others

  9. Meetings • Two “physical” meetings per year • Default location is Paris • Are back-to-back meetings preferred? • Secretariat will identify other relevant meetings • Members’ suggestions welcomed • Also conference calls and electronic communications

  10. Communications and Coordination • Many have asked for ongoing information • Hence “EIP Network” will send Agendas, Papers etc • List to be established by Secretariat in December • Members to add names • Members encouraged to communicate with entire Steering Group

Coordination Links • Semi-formal links to OECD: • Committee on Industry, Innovation and Entrepreneurship • Working Party on SMEs and Entrepreneurship • International Consortium for Entrepreneurship (ICE) • IPREG • UNECE • World Bank • European Foundation for Entrepreneurial Research • Kauffman Foundation • Global Entrepreneurship Monitor • Other?

  12. Bureau and Support • Elect or reconfirm Bureau every year • Initial Bureau to consist of: • Chair • Two Vice Chairs Support • Support is provided by “Secretariat” (EIP)

Governance paper: Next Steps/Questions • Elect a Bureau • Approve a Governance structure paper for submission to Statistics Committee, WPSME, CIIE and Kauffman • Is a more elaborate structure needed to finance and run actual surveys, like PISA • Extend membership/activities to non-OECD members • Do we need more members • More non-statistics members • Is meeting schedule satisfactory?
