When, not if • All religious communities face increasing levels of hate crime ranging from mass shootings to vandalism • Schools in the US now regularly engage in active shooter drills • Improved safety at mosques requires a focus on both security and resiliency • Such attacks can also carry a reputational risk and potential legal consequences

  4. Lack of Funding and Resources Rely upon Community Resourcefulness Building Resilience and interconnectivity will improve response and recovery

  5. Security • Access control • Police can provide free risk assessments and consultation • Federal Security Infrastructure Program • Having visible security is an effective deterrent • Educate staff in security • Inexpensive compared to paid security or police • Understand the community • Police are willing to train and drill communities • First Aid training • Skills can be translated to professional world • Mosques already possess volunteer groups

  6. Resiliency • The community is the greatest asset for the mosque • Islamophobia reduced with personal interaction • Engage with society on the local level

  7. Psychology • Educate the public and make them aware of any urgent situation • People will fall into familiar patterns, i.e. familiar entrances. There is a need to lead by example in such situations • A single presentation or exercise will not adequately prepare people. These habits need to be built over time and continually reinforced

The Criminal • Terrorists come from all backgrounds, there is no known profile • They typically have a personal connection to the organization and have some grievance • They will study the area and create a plan beforehand • They are looking to prey on easy targets, will be intimidated by security and structured organization • More likely to intrude on sites with a lack of care

  10. Aggressive Behavior • Most people behaving aggressively are doing so for a reason • Empathize and treat them with kindness, don’t try to argue. Disrespect = Death of Communication • Someone will be recording
