IPEDS Data Submission Requirements • The completion of all IPEDS surveys, in a timely and accurate manner, is mandatory for all institutions that participate or are applicants for participation in any Federal financial assistance program authorized by Title IV of the Higher Education Act of 1965, as amended. The completion of the surveys is mandated by 20 USC 1094, Section 487(a)(17). • IPEDS data are not collected under a pledge of confidentiality.

IPEDS Distance EducationDefinitions • Distance education - Education that uses one or more technologies to deliver instruction to students who are separated from the instructorand to support regular and substantive interaction between the students and the instructor synchronously or asynchronously. Note: Technologies defined on next slide.

IPEDS Distance Education Definitions • Technologies used for instruction may include the following: Internet; one-way and two-way transmissions through open broadcasts, closed circuit, cable, microwave, broadband lines, fiber optics, satellite or wireless communication devices; audio conferencing; and video cassette, DVDs, and CD-ROMs, if the cassette, DVDs, and CD-ROMs are used in a course in conjunction with the technologies listed above.

IPEDS Distance Education Definitions • Distance education course - A course in which the instructional content is delivered exclusively via distance education. • Distance education program - A program for which all the required coursework for program completion is able to be completed via distance education courses. The definition of a distance education program in IPEDS is different from KBOR definition!!!!

Since graduates may receive more than one award, students were duplicated when they completed more than one award.

  25. Prior Year Data Revisions • Revisions to data submitted for 2011-12 can be made through IPEDS Prior Year Revision System during the regular collection period for the survey needing to be revised. For example, revisions to Completions survey can be made during the fall collection period.

  29. Net Price Data • Free Application for Federal Student Aid (FAFSA) – Also includes graduation and retention rates. • College Navigator – Revised net price data will be posted in March 2013.

  32. College Affordability and Transparency Center (CATC) • http://collegecost.ed.gov/catc/ • Generate a report on the highest (top 5%) and lowest (bottom 10%) academic year charges for each sector. Tuition reports include tuition and required fees. Net price is cost of attendance minus grant and scholarship aid. Data are reported by institutions and are for full-time beginning students.

  36. College Affordability and Transparency Center (CATC) • College Affordability and Transparency Center (CATC) – 2013 CATC lists will be generated using IC and SFA data submitted 2011-12. Lists will be posted by 7/1/13. Data can not be changed after lists are published!

Delta Project – TCS Online • Trends in College Spending (TCS) Online • http://www.deltacostproject.org • The Delta Project is focused on the spending part of the college cost problem – how spending relates to access and success, and ways that costs can be controlled without compromising quality. This requires a change in traditional approaches to higher education finance – from a focus on inputs (enrollments) and efficiency measures (funding per student) -- to an integrated view of productivity, and how funds are used to ensure access, equity, and successful learning results.

Delta Project • AIR will maintain the interactive Web-based data system, Trends in College Spending, which allows the public to search for information on institutional revenues and spending, performance, and enrollment. • The National Center for Education Statistics (NCES) will maintain the Delta Cost Project’s database as part of its Integrated Postsecondary Education Data System (IPEDS). IPEDS conducts annual surveys gathering information from every college, university, and technical and vocational institution that participates in the federal student financial aid programs.

  42. Process for Changes to IPEDS Surveys • Review by TRP • Recommendation of TRP goes to OMB for approval • Comment period • If approved by OMB, changes are implemented

  43. IPEDS Technical Review Panel (TRP) • Group of technical experts that meet several times per year to: • Implement legislation and regulation into IPEDS • Address emerging areas of concern • Decrease reporting burden • Retain federal data necessary for policy making and analysis

TRP • Meetings of the IPEDS TRP are convened by RTI International, the contractor for the IPEDS web-based data collection system • Detailed summaries of each meeting are posted (https://edsurveys.rti.org/IPEDS_TRP/Default.aspx) and comments on panel suggestions are solicited. Three meetings of the TRP resulted in changes for 2012

  45. National Postsecondary Education Cooperative (NPEC) • Voluntary • 15 members • 6 representatives from academic organizations such as ACE and AAICU. • 9 representatives from colleges, regional organizations and data user groups • Staffed and supported by NCES

  46. NPEC • Role: Promote the quality, comparability and utility of postsecondary data and information that support policy development at the federal, state, and institution levels. • NCES has assigned NPEC the specific responsibility for developing a research and development agenda for IPEDS.
