Keywords and Abstract • Keywords: strategic planning, technology planning, SWOT analysis, United States - higher education, Bulgaria – higher education, globalization, cross-cultural studies, online communication, Web 2.0, library • Abstract SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis is a strategic planning method well known in the United States and Bulgaria. Our team revises the boundaries for external data gathering for SWOT analysis. In a case study, a comparison of external data for SWOT analysis from a Midwestern University in the U.S. is compared with other American universities and with Bulgarian Universities. Statistical data shows differences in the comparison of the Midwest University with the other and American universities and the Midwest University with the Bulgarian universities. The statistical findings suggest that collecting globally external data for SWOT analysis might benefit strategic planning and technological change in higher education. Further discussions, based on existing literature, are offered.

Two countries with radical differences, both economic and cultural, will be compared in terms of the educational use of communication technologies and determine whether such cross-cultural comparisons can improve SWOT analysis in particular and strategic planning in general.

  10. Findings • U.S. is ahead of BG with the use of educational technologies (digital divide) • Technology is used in innovative way at Bulgarian educational institutions • There is enormous discrepancy between U.S. and BG respondents in the perception of the library as technology hub
