Procedure • Publication of a “Call for Proposals” by the European Commission for each priority • Publication of related documents: Work Programme, Guide for Applicants, Submission forms • Submission of proposals (deadline usually 3 months) • Evaluation of proposals by panels of independent experts • Announcement of results – ranking of proposals • Negotiations with the EC – amendment according to evaluation results • Signature of the Grant Agreement • Start of implementation of the project

27. Maximumfunding rates Research and technological activities: up to 50% of eligible costs except for: • Public bodies: up to 75% • Secondary and higher education establishments: up to 75% • Research organisations (non-profit): up to 75% • SMEs: up to 75%

The evaluation criteria • Divided into three main criteria: • S&T Quality (relevant to the topic of the call) • Concept, objective, work-plan • Implementation • Individual participants and consortium as a whole • Allocation of resources • Impact • Contribution to expected impacts listed in work programme • Plans for dissemination/exploitation • Criteria generally marked out of 5 • Individual threshold = 3/5; overall threshold = 10/15 • Can vary from call-to-call

Supporting Organisations in Third Countries • HELP-FORWARD has established a major function for building strategic relations with research and innovation related organisations outside the EU by providing support services and undertaking joint activities. • Activities: • Participation/Coordination of International projects supporting Research and Technological Cooperation. • Training, continuous support and advice of new established NCPs • Personnel training in innovation related topics e.g. EU Framework Programs, Technology Transfer. • Τraining in services/activities eg. Events organisation, partner search proposal drafting, help-desk operation.
