  3. Why do we have an ELAC? • An ELAC is required for each school with 21 or more ELs. • Meaningful advice and consultation on programs and services for ELs • Ca. Ed. Code § 35147; 52176; 62002.5 • Categorical Program Monitoring (CPM)

  4. English Learner Advisory Committee (ELAC) • The ELAC is composed of elected members, thus elected officers = the committee. • The ELAC generally has at least three members: chairperson, vice chairperson, secretary.

  5. Advise principal, staff, and SSC regarding issues relating to programs and services for ELs. Advise principal and staff on (a) the school’s programs for ELs, and (b) the school’s efforts to make parents aware of the importance of school attendance. Advise the SSC on the SSC’s development of the Single Plan for Student Achievement. Review the school’s annual R30 Language Census. Required ELAC Tasks

  6. DELAC Representatives • Elected DELAC Rep who is a parent of an EL or R-FEP student is REQUIRED. • The ELAC Rep brings DELAC meeting information back to site ELAC or SSC.

  7. Records The school needs to maintain the following documentation for 5 years: • Orientation and election notifications • Council roster and ballots • Meetings flyers/notification • Agendas of ELAC meetings • Minutes of meetings (discussions, recommendations and actions) • Recordings of attendance (sign-in sheets) • Evidence of input from school advisory committees (CEAC, ELAC, other advisory committees)
