    1. Upper Midwest Freight Corridor Study Proposal AASHTO Mississippi Valley Conference July 18, 2002

    2. Study Area I-94 / I-90 / I-80 links Ohio, Michigan, Indiana, Illinois, Wisconsin, Iowa and Minnesota Corridor impacts all modes, as well as the safety and efficiency of freight movements within and through the region

    4. Purpose Support improvement of freight flows, mobility, access and safety in our region Advance economic health and vitality Study broad range of modal needs for the corridor Develop priorities

    5. Need for Multi-State Effort Upper Midwest represents a major and critical trade corridor Only major region in the US not to have pursued a regional approach The importance of freight is an emerging issue Majority of each states freight crosses its borders

    6. Need for Multi-State Effort (cont.) Freight volume is increasing Maintain regional competitiveness

    7. The Study Corridor Inventory Freight flows (existing and forecasted) Infrastructure and facilities Users Governmental Agencies (all levels) Private Sector

    8. The Study (cont.) Corridor Inventory Physical and administrative impediments to the safe and efficient movement of freight Existing and planned efforts along corridor (public and private) Best Practices

    9. The Study (cont.) Identification of needs based on initial assessment/inventory Develop action items to address needs Prioritization of action items

    10. Management and Oversight Midwest Regional University Transportation Center at the University of Wisconsin-Madison University of Toledo Intermodal Transportation Institute

    11. Management and Oversight (cont.) Steering Committee State DOTs FHWA MPOs along the corridor Private sector (carriers, shippers, trade associations) Academia representatives Totaling approximately 40 members Research completed by University interests from the region Consultants as needed

    12. Timeline Project duration: 24 months Proposed start date: October 1, 2002 Proposed end date: September 30, 2004

    13. Budget $1 million over the entire span of the study Pooled Fund Study Participation and funding commitment of each state in the corridor

    14. Summary The need and interest is there Freight is important to Midwest and National economy Midwest cannot afford to be left behind Every states participation is critical to success
