The facts • TAKS is Over • The last results from the spring 2013 Exit Level Primary Administration will be factored in for 2013 accountability. • Phase I Standards Have Ended • Phase II – 2013-14 and 2014-15 • Percentage of questions that students need to get correct on STAAR 3-8 moves from 50% range into 60% range. • Percentage moves into the 50% and 60% range for EOCs. • Final Standards – 2015-16 • Narrow bands between Level II and Level III. • HB 5 • Changed the EOCs • Algebra I, Biology, U.S. History, English I, and English II

Revisiting ceteris paribus… • Basic principle of economic data analysis. • Assumes that all other variables except those under immediate consideration are held constant. • Another way of saying ‘all other things being equal’. • Watch the trends with the Phase I Standards • Are we trending upward? • Is it sufficient? • Are we flat? • Are we declining? • Why?

Structure • Four Indexes • Each is given an overall score • Each has a floor or threshold • Student Performance – 50% • Student Progress – Bottom 5% of Texas Schools • Closing Performance Gaps – 55% • Postsecondary Readiness – 75% • System Safeguards • Based on Index 1 • Interventions for areas below 50% • Tied to AYP and Federal Accountability

Index 1 – student performance • All Students Only • Combined over All Subject Areas • Credit given for meeting phase-in Level II performance standard on: • STAAR Grades 3-8 English and Spanish for assessments administered in the spring; • EOC for assessments administered in the spring and the previous fall and summer; • STAAR Grades 3-8 and EOC Modified and Alternate; • STAAR L (linguistically accommodated) based on the ATAC ELL Workgroup recommendations; and, • TAKS Grade 11 results at Met Standard performance standard (2013 only).

Index 2 – student progress • Ten Student Groups Evaluated: • All Students • Each Race/Ethnicity: • African American • American Indian • Asian • Hispanic • Pacific Islander • White • Two or More Races • Students with Disabilities • English Language Learners (ELLs) • By Subject Area (Reading, Math, and Writing for available grades)

Index 3 – closing performance gaps • All Economically Disadvantaged Students and Two Lowest Performing Racial/Ethnic Groups based on the Index 1 student achievement indicator reported in the prior year • By Subject Area (Reading/ELA, Mathematics, Writing, Science, and Social Studies) • Same Assessments Used in Index 1 • Credit based on weighted performance: • One point credit given for each percentage of students meeting the phase-in Level II performance standard • Will include students at Level III as extra credit in 2014

  16. Index 4 – post-secondary readiness • High school graduation rates and diploma plans • Either four or five year graduation rates • All groups except ED for graduation rate • All race/ethnic groups for graduation plans • This will include students at the final Level II standard in 2014

System safeguards • Report performance by student group, performance level, subject, and grade • Implement interventions focused on specific areas of weak performance • Implement interventions based on minimum participation rate targets • Implement interventions for excessive use of STAAR Modified and STAAR Alternate • No more artificial failures for exceeding 2% cap • Similar to the AEIS single indicator model
