  2. “Environmentally Conscious for the Health of our Industry.” Our Mission StatementTo provide a standard to the professional diving community in which all services performed underwater are unified in the same practices. To address current NPS pollution issues, the Clean Water Act, and future environmental concerns. To provide a single focal point of contact for government agencies, organizations and the community with professional diving services in California.

The CPDA Directors • Extensive experience in ship’s husbandry and boat maintenance. • Formulated the association to address in-water non-point source pollution. • Plank owners of the CPDA and the BMP manual. • Involved in educational outreach beyond San Diego. • Designed the NPS BMP program in accordance with the state and federal guidelines.

Water Facts • Most of the Earth's water (some 97%) is stored in the ocean as salt water. • Nearly all of the fresh water is frozen in the polar ice sheets; less than 1 % of the Earth's water is fresh and accessible in rivers, lakes or underground. • About half of the U.S. population obtains its drinking water from rivers and lakes and the other half taps underground water sources. • In the U.S., the five Great Lakes represent about 95% of all fresh water above ground.

Management Measure 4.2eBoat Cleaning and Maintenance Objective I • Implement BMP’s for underwater hull cleaning. • Regionally instate in San Francisco, Morro Bay, MBNMS and San Diego. • 75% of in-water hulls being cleaned by BMP certified divers. • 95% of the marinas in the above regions certify divers.

  10. Management Measure 4.2eBoat Cleaning and Maintenance Objective II • Promote the use of less toxic bottom paints. • Work with paint manufacturers and distributors. • Guidance on how to comply with local state and federal laws and regulations.

  11. TMDL • Using diver BMP’s reduces copper pollution. • BMP education trains divers on existing and emerging hull coatings. • Program empowers diver to educate boat owners on boating pollution and less toxic bottom paints.

BMP EDUCATION • The CPDA has certified divers, boat owners and Harbor Police in San Diego, Dana Point, Marina del Rey, Santa Barbara and San Francisco. • Educational material, downloads, letters, and pictures of current certified divers is available at www.prodivers.org. • The cost of the class is $250 a company and $150 for their divers.

  14. Where The Money Goes • $100 goes to hard cost of the class room, instructor fees, manuals, certification cards, internet exposure, and lunch. • $50 for the Association. • Certification is good for two (2) years. • All monies collected go to pollution prevention, outreach and education programs, web site development, and create mutual benefit.

Conferences and Outreach • June 2002 Voting member, Senate Bill 315 for Environmentally Superior Hull Coatings • June 2003 Provided comment, RWQCB for Marinas NPDES permit • 2005 Performed in-water efficacy studies on zinc-omadine (ePaint) products • 2006 Performed in-water efficacy study for biocide free coating for Creative Coatings Corporation • Ongoing: Provided data to the UC Sea Grant Program on Alternative Hull Coating.
