  4. What has stayed the same (so far)? • Validation arrangements • No up front fees • Recognition of widening participation/social mobility • Institutional structures

  5. The impact on HE in FE • Decisions on price. Will it always be cheaper? • Student choice based on career progression • Students seek to reduce costs by staying at home • Greater recognition that work and study can be combined • Will HEI/FEC partnerships continue at least in their present form?

  6. The HE in FE “niche”? • Vocational higher level skills based • Locally delivered • Flexible modes of delivery/mode free • Focussed on good teaching • Progression oriented • Affordable, value for money

Profile of the English Community College • Vocational HE provision linked to the FE offer • More effective progression pathways e.g. from Apprenticeship • Focus on “sub-degree” or professional qualifications? • Responsible for validation (in consortia?) • High contact hours, high student satisfaction • Local/regional market linked to economic development

Issues and Questions • How will Colleges approach pricing? • What student experience will be offered? • Will our validation and franchising arrangements work? • Where do Colleges fit in the new local, regional and national landscape? • What are the opportunities for growth and the potential barriers?
